Home My WebLink About2016-13 CERS minutes 22Mar16Communication No. 2016 -13 PCDP Subcommittee on Connectivity and Emergency Response Meeting — March 22, 2016, Keaau Community Center 2:00 p.m. (Note change in meeting time) MINUTES Call to Order: 2:10 p.m. Minutes Approved as Circulated (February 23, 2016) Present: Patti Pinto, Jon Olsen, Russel Jones, Marlene Hapai, Chair Old Business: • Update on Ad hoc Committee initiated by Gregor Ilagan Connectivity Location Site Visits — Friday October 30, 2015 supporting information to acquire connections Patti Pinto presented an updated report on "Connectivity in Upper Puna Property Report — March 22, 2016" The following comments were made regarding the report which will be presented in its final form: It is a function of federal law to have access to emergency services. Questions regarding CL 91 (Kaleponi to Punahele): Q1: Will COH be 3rd party? Q2: Does COH plan to purchase lot or get easement? CL 93 and 914, especially 14a — consider for linear park/emergency services CL #4 — Rose was also recommended as an alternative CL, but after discussion it was said to have a large lava tube under it and thus may not be a good CL. CL #5 — Alula to 40th recommended as another alternative as it would open to Pohaku on the left and Orchid Drive on the right allowing 2 alternate routes. • Continue discussion to provide questions to Corporation Counsel regarding any potential actions suggested to implement CL's No new questions • Discuss suggested alternative CL's should those presently recommended not be viable New questions given in discussion above Communication No. 2016 -13 Update on meeting schedule with the following to gain support for connectivity implementation: • Representative Gabbard • Senator Schatz • Senator Lorraine Inouye, State Senate Transportation Chair Meetings will be scheduled once Ad hoc Committee concludes and specific help needed can be conveyed. New Business: • Open Discussion on Topics of Concern to CERS members and others in attendance None Next Meeting: April 26, 2016, Keaau Community Center, Remaining Schedule for 2016: 5/24, 6/28, 7/26, 8/23, 9/27, 10/25, 11/22, 12/27 or as notified.
