PUNA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
DATE: Tuesday, May 10, 2016

ADDITIONS TO THE AGENDA:
ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on March 8, 2016.
NEW BUSINESS:

1. Communication Nos. 2016-7 & 2016-13: Connectivity and Emergency Response
Subcommittee (CERS): The purpose of the CERS is to follow the vision and the mission of
the PCDP in implementing connectivity actions related to the overall theme of health and
safety. Members of the subcommittee will inform the AC on their recent activities. The
subcommittee minutes consist of general subcommittee topics including the following:
— Discussion on getting information on the ramifications of different types of processes for
acquiring right of ways for connectivity
— Discussion on suggested alternatives for connectivity locations (10 min)
2. Volcano Long Range Plan Subcommittee (VLRPS) & Communication No. 2016-11: Draft
Community Questionnaire: The VLRPS is tasked with preparing a Long Range Plan for Volcano.
No subcommittee minutes are available at this time so subcommittee members will inform the
AC on their recent activities. Additionally, the AC will review and discuss a draft
questionnaire submitted by the VLRPS. The goal of the questionnaire is to help to identify
preferences for certain community actions that have been proposed in the VLRP. (20 min)
3. Mass Transit Subcommittee (MTS): The focus of the MTS is to promote implementation of
the goals, objectives and actions pertaining to public transportation as provided in Sec. 4.2 of
Hawai `i County is an Equal Opportunity Provider and Employer
the PCDP. No subcommittee minutes are available at this time so subcommittee members will
inform the AC on their recent activities. (10 min)
4. Town Hall Subcommittee (THS): The THS is tasked with keeping the community informed
of the actions of the PCDP AC. No subcommittee minutes are available at this time so
subcommittee members will inform the AC on their recent activities. Additionally, the AC will
remove the current Town Hall Subcommittee members and select new committee members for
2016. (10 min)
5. Budget Subcommittee: The Budget Subcommittee is tasked to collect, prioritize, and prepare
requests from the AC to the County for funding necessary to support implementation of the PCDP.
Subcommittee minutes are not available at this time so subcommittee members will inform the AC on
their recent activities. (10 min)
6. Communication Nos. 2016-9: Pahoa Regional Town Center Plan Subcommittee
(PRTCPS) & 2016-12: Draft Pahoa Village Design Review Committee (PVDRC)
Guidelines: The purpose of the subcommittee is to work towards developing a regional town
center master plan for Pahoa that includes design guidelines suitable for adoption by the
County of Hawaii. Members of the subcommittee will inform the AC on their recent
activities. The subcommittee minutes consist of general subcommittee topics including the
following:
— Appraisal work on Luquin's parking lot should be done mid-April.
— Work on signage continues.
— Next steps for the PRTCS.
— Draft Design Review Committee Guidelines.
Additionally, as outlined in Hawaii County Code, Chapter 25, Article 7, Division 4, the AC
will discuss the formation of the PVDRC and its proposed operating guidelines. The AC will
also discuss and make a decision on the PVDRC's proposed parent community organizations
(Main Street Pahoa Association, Kokua Pahoa, & Malama O Puna) for submittal to the
Planning Department. (30 min)
7. Communication No. 2016-10: Draft Letter to Planning Director Requesting Information
on the Pahoa Regional Town Center Plan & Wastewater Treatment Study: The AC will
discuss and decide to transmit a draft letter requesting information on the Pahoa Regional Town
Center Plan and Wastewater Treatment Study. (20 min)
8. Puna Regional Library: The AC will have a general discussion about the proposed locations
for the new Puna Regional Library. (20 min)
UNFINISHED BUSINESS:
9. Public Access, Open Space & Natural Resources Preservation Commission (PONC)
Nominations: In lieu of developing a PONC subcommittee, the AC decided that individual
committee members could nominate properties to be considered by the AC. The AC will
discuss and approve PONC land nominations in Puna to be submitted to PONC for
consideration. (10 min)

AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the July 12, 2016
meeting.

If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 —
91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action my
communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
