MINUTES
APRIL 7, 2016
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Charles Heaukulani presiding.
COMMISSIONERS PRESENT: Charles Heaukulani, Donn Dela Cruz, Gregory Henkel, Donald
Ikeda, Myles Miyasato, and Raylene Moses.
ALSO PRESENT: Duane Kanuha (Planning Director), William Brilhante (Assistant
Corporation Counsel for the Planning Director) (to 9:27 a.m.), Danny Patel (Deputy Corporation
Counsel for the Windward Planning Commission), Maija Jackson (Staff Planner), Christian Kay
(Staff Planner), Lucas Mead (Staff Planner), Sarah Hata-Finley (Commission Secretary), and
Kim Tanaka (Secretary).
A quorum was present. Chairman Heaukulani introduced Windward Planning Commissioners
and staff to members of the public, and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: CELLCO PARTNERSHIP dba VERIZON WIRELESS (USE 16-061)
Request for a Use Permit to allow the construction of an unmanned telecommunication
facility, including a 105 -foot tall steel monopine and related facilities within a 1,050 square -
foot portion of a one -acre parcel situated in the County's Agricultural -1 acre (A -la) zoning
district. The property is located at 15-1506 3rd Avenue, approximately 540 feet northwest of
its intersection with Kaloli Drive in Hawaiian Paradise Park Subdivision, Kea`au, Puna,
Hawaii, TMK: 1-5-053: Portion of 093.

2. APPLICANT: COUNTY OF HAWAII, DEPARTMENT OF PARKS AND
RECREATION (SMA 16-064)
Application for a Special Management Area (SMA) Use Permit to allow for development of
a new multi -use sports field complex inclusive of a football/soccer/rugby field with goals,
bleachers, dugouts, fencing and related amenities on 9.053 acres of land situated between
Kuawa Street and Kamehameha Avenue, and bordered to the west by Manono Street,
Waiakea House Lots, South Hilo, Hawaii, TMKs: 2-2-032:003, 004, 008, 019, 087 & 088.

3. APPLICANTS: DAVID AND CHARLENE EWING (REZ 16-202)
Application for a Change of Zone from a Single -Family Residential -10,000 square feet
(RS -10) to a Village Commercial -10,000 square feet (CV -10) zoning district for
approximately 17,994 square feet of land. The subject property is located on the north side
of Pdhoa Village Road, about 230 feet northwest of Akeakamai Loop, Ndndwale
Homesteads, Pdhoa, Puna, Hawaii, TMK: 1-5-011:008 and 009.
The Commission took this item up at 9:43 a.m. with one member of the public in attendance.

4. APPLICANT: DIANNE MARITT (formerly THOMAS BROOKMAN & DIANNE
MARITT-BROOKMAN) (Revocation of SPP 1201)
Request to revoke Special Permit No. 1201, which was originally approved on February 21,
2003, to allow a four-bedroom bed and breakfast operation, within an existing single family
dwelling situated within the State Land Use Agricultural District. The property is located on
the Honoka`a side (north) of Kaiwiki Road, approximately 1/4 mile west of its intersection
with the Old Mdmalahoa Highway, Wailua, South Hilo, Hawaii, TMK:2-6-013:Por. of 035.
The Commission took this item up at 9:53 a.m. with no one from the public in attendance.

MINUTES — The Commission took this item up at 9:56 a.m.
Approval of Minutes of the March 3, 2016 meeting — It was moved by Commissioner Moses,
and seconded by Commissioner Dela Cruz, that the minutes of March 3, 2016, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took up the
following at 9:56 a.m.

Ms. Jackson informed the Commission that Joe Clarkson was appointed by the Mayor to fill the
remaining term previously held by Ron Gonzales. She said that if the County Council approved
Mr. Clarkson's appointment, he would attend the May Commission meeting.
Ms. Jackson also stated that Chair Heaukulani had agreed to hold over his term for an additional
three months until the end of June; thus, election of officers would need to take place at the June
Commission meeting. Ms. Jackson added that Commissioner Moses' term runs until the end of
2016. She said that any suggestions for new Commissioners would be welcomed.
Ms. Jackson said that there were tentatively four or five items on the Commission's May 5th
agenda.
Lastly, Ms. Jackson announced that Mr. Patel would be conducting a contested case hearing
workshop on May 4, 2016.
Upon inquiry by Commissioner Moses, Mr. Kanuha stated that the claims adjuster for the Puna
Pono Alliance claim against the Geothermal Asset Fund had agreed to appear before the
Commission and wanted to revisit his previous recommendation to reinforce the reasons for his
denial recommendation. Mr. Kanuha said that he believed that the claims adjuster would be able
to attend the Commission's May meeting.
ADJOURNMENT — There being no further business, it was moved by Commissioner Moses
and seconded by Commissioner Henkel that the meeting be adjourned. Motion was unanimously
carried by a voice vote of all Commissioners in attendance. Chairman Heaukulani adjourned the
meeting at 9:59 a.m.
