<br />LEPC MEETING <br />DOH Conference Room <br />February 11, 2016, 10:00am <br /> <br />Members Present: Gerald Kosaki, Lead Co-Chairperson; Henry Silva, Co-Chairperson; John <br />Peard, DOH-HEER; David Cummings, Hamakua Energy; John Bowen, Hazmat consultant; <br />Newton Inouye, Civilian Representative. Non-Members: Sharon Leonida, DOH-HEER <br />I. Meeting called to order at 10:09am by Gerald Kosaki, no quorum present <br />II. Approval of 12/3/2015 meeting minutes - No objections, accepted and approved <br />III. Budget review of status of Radiological equipment purchase. <br /> Increase budget for Scintillators and monitors to $ 11,000.00, and increase of <br /> $ 2,500.00 from the previous request. Discussed various scenarios for use of <br /> Geiger counter & Scintillators. Every incident as protocol is to screen the <br /> scene, 1 in use and 1 backup unit. State DOH Radiological Branch uses the <br /> same equipment, easier to service. No action on request due to lack of <br /> quorum. Tabled to next meeting. <br /> <br /> <br />A. NASTTPO Conference, solicit interest, discussion on the selection process of <br /> deciding who attends. <br /> <br />1.Attendance at meetings <br /> <br />2.Role in LEPC or community <br /> Chair will send out email to solicit interest, Co-chairs to do the selection process. <br /> <br />B. Continuing Challenge - Tabled till next meeting <br /> <br />IV. Tier II sub - committee project report <br /> <br />A.Henry Silva reported he is receiving calls from people looking at the web site. Routine <br />questions, Sharon reported that HEER is still accepting paper submittals, and would like <br />to go paperless. County needs to download program from EPA website to accept reports. <br />Administrative approval is needed. “ EPA Tier II Submit” <br /> <br />B.John Peard wrote a Draft announcement for review to submit for printing at the West <br />Hawaii News and the Hawaii Tribune Herald, PSA also to review for radio stations. <br /> <br />C.Draft announcement and PSA approved, John will contact the newspapers and radio <br />stations. Draft letter was discussed for targeted facilities. Received approval from the <br />County to have “reporting notice” on their website. County IT staff need to work on it but <br />they are very busy. Possible to post on social websites, future consideration. <br /> <br />V. School Labs and chemicals update/Dr. Peevey presentation to HSERC <br /> A. Table to next meeting. HSERC would like to see an MOU from the DOE that <br /> they will continue the program. <br /> <br />VI. County Reports <br /> <br />A.Civil Defense – None <br /> <br /> <br />
