HomeMy WebLinkAboutLEPC minutes 021116 LEPC MEETING DOH Conference Room February 11, 2016, 10:00am Members Present: Gerald Kosaki, Lead Co-Chairperson; Henry Silva, Co-Chairperson; John Peard, DOH-HEER; David Cummings, Hamakua Energy; John Bowen, Hazmat consultant; Newton Inouye, Civilian Representative. Non-Members: Sharon Leonida, DOH-HEER I. Meeting called to order at 10:09am by Gerald Kosaki, no quorum present II. Approval of 12/3/2015 meeting minutes - No objections, accepted and approved III. Budget review of status of Radiological equipment purchase. Increase budget for Scintillators and monitors to $ 11,000.00, and increase of $ 2,500.00 from the previous request. Discussed various scenarios for use of Geiger counter & Scintillators. Every incident as protocol is to screen the scene, 1 in use and 1 backup unit. State DOH Radiological Branch uses the same equipment, easier to service. No action on request due to lack of quorum. Tabled to next meeting. A. NASTTPO Conference, solicit interest, discussion on the selection process of deciding who attends. 1.Attendance at meetings 2.Role in LEPC or community Chair will send out email to solicit interest, Co-chairs to do the selection process. B. Continuing Challenge - Tabled till next meeting IV. Tier II sub - committee project report A.Henry Silva reported he is receiving calls from people looking at the web site. Routine questions, Sharon reported that HEER is still accepting paper submittals, and would like to go paperless. County needs to download program from EPA website to accept reports. Administrative approval is needed. “ EPA Tier II Submit” B.John Peard wrote a Draft announcement for review to submit for printing at the West Hawaii News and the Hawaii Tribune Herald, PSA also to review for radio stations. C.Draft announcement and PSA approved, John will contact the newspapers and radio stations. Draft letter was discussed for targeted facilities. Received approval from the County to have “reporting notice” on their website. County IT staff need to work on it but they are very busy. Possible to post on social websites, future consideration. V. School Labs and chemicals update/Dr. Peevey presentation to HSERC A. Table to next meeting. HSERC would like to see an MOU from the DOE that they will continue the program. VI. County Reports A.Civil Defense – None B.Fire - Haz Tech Class on 3/7-18, Dr. Bowen is the instructor. Medical Response to Bombing Incident training in April for personnel. C.Police - None VII. Industry Partners Report A.BEI - Tuesday (2/9) Homeland Security conducted an inspection at their facility B.PGV - None C.Hamakua Energy Partners - Process of upgrading their fire alarm system D.Harbors - None E.Other Reports VIII. Department of Health HEER Report A.John Peard reported he is working on long term ongoing projects B.Sharon reported on EO 13650 meeting. State of HI. Organizational chart, information dispersed at HSERC. Trying to set up a communication system. XI.
