LEPC MEETING
Mayor’s Lanai County Building
December 3, 2015
Members Present: Gerald Kosaki, Lead Co-Chairperson; Henry Silva, Co-Chairperson; John
Bowen, Hazmat Consultant; Newton Inouye, Civilian Representative; Tracy Aruga, Hilo
Medical Center; Michel Uchida, HFD Hazmat; John Peard, DOH HEER; David Cummings,
Hamakua Energy; Chris Honda, HFD EMS; Ron Quesada, PGV; Craig Kawaguchi, Mayor’s
Office. Non-Members: Sharon Leonida, DOH HEER.
I. Call to Order-10:00am by Chair Gerald Kosaki
II. Approval of minutes from September 3, 2015 meeting - accepted and
approved
III. Old Business
A. HFD attendance to Continuing Challenge, September in Sacramento, 3 attended.
Gerald Kosaki read the 3 reports. Discussion followed on attendees diversifying
their classes, LEPC to make recommendations and stipulations on the next request.
Recommendations made on future equipment purchase.
III. Budget Review for 2015 – 2016
A.HFD request from Chief Rosario regarding equipment purchase. Discussion
pursued on the purchase of radiological equipment. Allocate up to $7500 to purchase
4 units and to include shipping. (Ludlum 14c Geiger Counter-Radiological monitors)
Motion passed.
B.2016 NASTTPO attendance at Nebraska, May 24-26. Motion made for 2 members
to attend in addition to the lead Chair with a $5,000/person allocation. A second
was given with a vote of 11 ayes and 1 opposed, motion carried. One of the
members that was identified to attend was the co-Chair. Discussion followed on
rd
opposition, stipulation on 3 person going to gather information for public
awareness.
C.2016 Continuing Challenge – Discussion tabled till next meeting.
IV. Tier II sub-committee project report
A.John Peard reported a deadline of 3/1/2016. A $1500 budget for advertising in the
radio and newspapers. Letters will be drafted. Website for reporting date needs to be
updated. Would like to use the County’s website for advertising the reporting
deadline. State DOH website is updated. Chair to work with John Peard on drafting
letter.

VIII.Department of Health HEER report
A.Presidential Order EO 13650 discussed. Ammonia Safety Day to be held in June
2016. Possible meeting with Tri-chairs on Feb. 3 & 4, 2016 in the mainland.
B.Umauma Bridge Project – High levels of lead discovered at the foundation area,
interim controls to block off area. Environmental consultant has been hired by DOT
C.Kole kole Bridge – low levels
D.Hakalau Bridge – Elevated levels
E.In January 2016, Kohala pesticide mixing site will be removed
