Meeting called to order at 10:05am by Chair Gerald Kosaki <br />II. Introductions of people from the public present <br />III. Approval of 6/9/2015 meeting minutes - no objections, accepted and approved <br /> <br />IV. Presentation by Terry Napeahi-Keaukaha Action Network. <br /> Presentation was emailed to Gerald Kosaki earlier. <br /> <br /> <br />Hilo Airport - Noise and fumes - Evacuation & Emergency <br />Response Plans <br /> <br /> <br />HELCO - List of chemicals and gases <br /> <br /> <br />County Sewer Plant - First Responder Unit trained <br /> <br /> <br />Gas Co. – Storage <br /> <br />Who is responsible for Health Study and concerns about EA's, EIS's and Blast Radius <br /> <br />Mr. Tom Travis spoke regarding a health study on Aloha Petroleum release. A study <br />was done by Dr. Kilburn, a sample group from Puna, Hilo, and Hawi were normal as <br />compared to a group from Tennessee. Small sample of 30 people were taken. <br /> <br />Mr. Robert Petricci had concerns about a PGV update on the Emergency Response Plan <br />after Hurricane Iselle and also if there is a Community Emergency Response Plan. <br /> <br />Mr. Darryl Oliveira, Civil Defense Administrator addressed some of the concerns <br />regarding PGV. PGV has modified their plan to include CD along with HELCO. <br />Monitors will have backup power source, community monitoring system, plume <br />modeling to predict vulnerability, fine tuning the response plan. <br /> <br />V. Tier II Sub-Committee Report <br />John Peard and Sharon Leonida from the HEER office shared the past Tier II records. <br />With these list of businesses, we need to try to reach out to businesses who have not <br />reported in the past. A letter can be sent for the next reporting cycle. March 2016 is the <br />next reporting deadline. <br /> <br /> <br />
