HAWAII COUNTY LEPC MEETING
CIVIL DEFENSE
September 3, 2015, 10:00am

III. Approval of 6/9/2015 meeting minutes - no objections, accepted and approved

Gas Co. – Storage
Who is responsible for Health Study and concerns about EA's, EIS's and Blast Radius
Mr. Tom Travis spoke regarding a health study on Aloha Petroleum release. A study
was done by Dr. Kilburn, a sample group from Puna, Hilo, and Hawi were normal as
compared to a group from Tennessee. Small sample of 30 people were taken.
Mr. Robert Petricci had concerns about a PGV update on the Emergency Response Plan
after Hurricane Iselle and also if there is a Community Emergency Response Plan.
Mr. Darryl Oliveira, Civil Defense Administrator addressed some of the concerns
regarding PGV. PGV has modified their plan to include CD along with HELCO.
Monitors will have backup power source, community monitoring system, plume
modeling to predict vulnerability, fine tuning the response plan.
V. Tier II Sub-Committee Report
John Peard and Sharon Leonida from the HEER office shared the past Tier II records.
With these list of businesses, we need to try to reach out to businesses who have not
reported in the past. A letter can be sent for the next reporting cycle. March 2016 is the
next reporting deadline.
VI. Schools Project
Henry Silva gave an update about the recent HSERC meeting he attended. Statistics
showed for years 2013-2014 approximately 300 lbs. of hazardous materials were
removed per school. An average of 8 gallons of used oil at an average cost of $3000-
$10,000 per school. This includes DOE schools on all islands statewide.
VII. County Reports
CD-working with mayor's office on the RFP; plume modeling for PGV; Jerome air
monitors for servicing; additional training for Jerome air monitors; and met with Terry
Napeahi on the Hawaii Hazard and Response Program all-inclusive plan. Fire-Rapid
Deployment kit; Area Raes to monitor atmospheric conditions, SO2, H2S, VOC's, and
Radiological. It can be linked to laptop computer for real time readings.

IX. Department of Health HEER Report
HSERC is requesting to see Dr. Peevy's presentation that he gave at NASTTPO regarding
hazardous materials in school labs. Alex downloaded it, but they are requesting Henry
Silva to attend since he is most familiar with this topic. Mike Uchida made a motion for
Henry Silva to attend the Oahu 9/18/2015 meeting, Newton Inouye seconded and the
motion passed unanimously. Henry will give us a presentation at the next LEPC
meeting.
X. New Business
Continuing Challenge – Three HFD personnel were selected to attend this year’s
conference. Upon their return, they will provide the LEPC with a report of what they
learned and also some recommendations for equipment.
Pre-Hospital Provider workshop – Gerald Kosaki and Michel Uchida attended a PHP
workshop on July 7, 2015 on Oahu. This workshop was put on by HEER and was a
good opportunity to review our response coordination with other agencies as well as the
process of obtaining samples for testing. Due to the short timeline of the class, we
requested a post approval from the LEPC. Tracy Aruga made a motion to approve and
Henry Silva seconded. The motion was passed unanimously.
Budget review – Gerald passed out a budget report for review by the committee. We
will review and discuss this at our next meeting.
XI. Adjournment – the meeting was adjourned at 11:50pm
Next meeting was scheduled for December 3 at the Mayor’s office lanai area
