HomeMy WebLinkAboutLEPC minutes 060915 LEPC MEETING MINUTES Civil Defense June 9, 2015 10:00 am Members Present: Henry Silva, Lead Co-Chairperson; Gerald Kosaki, Co-Chairperson; Newton Inouye, DOH; Michel Uchida, HFD Hazmat; John Peard, DOH HEER; Ron Quesada, PGV; Lucas Parrish, BEI Hawaii; Darryl Oliveira, Civil Defense; David Cummings, Hamakua Energy Partners; James O’Connor, HPD; Daniel Gallion, HELCO. Non-Members: Sharon Leonida, DOH HEER; Mike McVey, PGV; George Wells, PGV; Jarrett Enriquez, BEI Hawaii. I.Call to Order – 10:05 am by Chair Henry Silva II.Approval of minutes from March 17, 2015 meeting – No objections to minutes, accepted and approved III.Introduction of new members IV.Tier II project report – John Peard brought in more informational brochures regarding tier II requirements. We also discussed ways to get more compliance. We discussed sending letters out to the prospective companies as well as companies who have submitted tier II reports in the past. Sharon Leonida stated that she would try to get a list of who has reported in the past consolidated. John Peard stated that he could then compare the current lists for discrepancies. Gerald suggested possibly putting it on the county website. He stated that he would make an apt. with mayor Kenoi to discuss this and for their involvement. V.School labs and chemicals update – Henry stated that the DOE representative did not attend the last HSERC meeting but Travis from DOH gave a report. Sharon stated that there is a MOA being developed between DOH HEER and the DOE. Henry stated that each school will need to have an updated inventory and all chemicals should have a max shelf life of 5 years for all chemicals. He said that this should already be in their lab procedures. VI.County reports:  Civil Defense – No report  Fire – The Vigilant Guard full scale exercise was held on June 3 involving a hazmat leak at BEI. There was a coordinated response with Fire, Hazmat, EMS, and the CST. There was the IMT from Fire evaluating the exercise.  Police – No report VII.Industry Reports:  BEI - Lucas Parrish stated that BEI participated in the Vigilant Guard exercise simulating a release of Vikane (Sulfuryl Fluoride). He elaborated on how the facility could be compromised if a situation like this occurred. Henry identified the past incident that happened at BEI involving a Sulfuric Acid spill. Darryl Oliveira requested that the LEPC take the lead in doing an AAR to discuss the lessons learned and to take the lead in conducting an AAR for any hazmat incident of any significance.  PGV – Ron Quesada stated that there was a planned power outage in June but plans had changed and they will defer it until next year.  HELCO – Daniel Gallion is the new representative and stated that he is currently reviewing their response plans. VIII.Department of Health HEER report – Sharon discussed the executive order EO 13650 and stated that the LEPC needs to make plans from the LEPC to businesses that store chemicals. Gerald clarified what the EO is and also about CFATS identifying chemical regulations and standards for facilities. IX.Committee reports – Planning – EOP currently being reviewed by consultants. This is being paid for with HMEP grant monies. X.New Business:  Gerald stated that he submitted a letter to Chief Rosario identifying the stipulations that the LEPC has on who would be the priority to attend the upcoming Continuing Challenge conference. A memo will follow shortly once this is approved.  Gerald gave his report from the NASTTPO conference. LEPC members Henry Siva, Newton Inouye, and Gerald Kosaki attended. XI.Next meeting - The next LEPC meeting will be identified at a later date and notification will be sent to all of the members.
