The meeting was chaired by Laura Tobosa. MEMBERS PRESENT: Laura Tobosa, Chair; Pauline Aughe, Vice Chair; Janice Mancini, Secretary; Sam Nagasawa, Richard Dinges, Susan Shirachi. Joshua Pratt, Pamela Punihaole ABSENT: OTHERS PRESENT AND GUESTS: Teri Spinola-Campbell, ADA Coordinator; Alisa Mitchener, Parks & Recreation; Jesse Floyd, DDC Council; Kalen Koga, Aging; Gregg Hummer, Jesse Floyd, Karin Riedel, Alice McLaughlin, Chris Lecee, Jessie Macdonald, Margaret Shim, Gloria Millett, Pascua Paul CALL TO ORDER Laura Tobosa called the meeting to order at 10:08 a.m. STATEMENTS FROM THE PUBLIC (Agenda Items) Janice Mancini informed the Committee, that Dr. Oguss will not be attending today's meeting. L. Tobosa asked Janice to reschedule Dr. Oguss to the following meeting someone is already scheduled for next month's meeting. Pamela Punihaole wanted to know where would to find a ADA protocol in terms of violations in and about West Hawaii? Teri Spinola-Campbell replied that you would have to contact the Disability Rights office and the Department of Justice office. APPROVAL OF MINUTES OF THE February 24, 2016 MEETING Richard Dinges had a concern on page 3 of the minutes. In regards to a letter he had written to the editor. Richard wanted to criticize the lengthy process of putting people on the board and not to criticize the Committee. Susan Shirachi made a motion to amend the minutes to reflect Richard's comment that "it is not a reflection of the committee but of the lengthy process". Pauline Aughe seconds. Minutes approved. UNFINISHED BUSINESS Report on the Recreation Ad Hoc Committee. Sam Nagasawa said that the Ad Hoc Committee has relayed no report because we were unable to meet between the last meeting and this one. Sam gave an overview of the Ad Hoc Recreation Committee (see attachment) Sam also mentioned that some of the Ad Hoc members went to look at the zoo, but couldn't report on it, until they have a discussion first. Report from Richard Dinges on Pharmacy Deliveries R. Dinges went to 3 different pharmacies to see how people with disabilities could get connected to their medications. Richard was informed that both Target and Downtown longs they would expedite a prescription to the top of the list if it was electronically sent in Richard also found that the most helpful of all three pharmacies was Shigi Drugs. They will deliver a prescription if it is available at that pharmacy. S. Nagasawa thanked Richard for his efforts and said that this addresses people over 60 that utilizes coordinated services R. Dinges wanted to know if people under 60 could use the delivery service at Shigi drugs? S. Nagasawa responded that it depends because each pharmacy carries certain medications. If you are on Medicaid or Medicare, it might be only one pharmacy that carries that particular brand. You might be restricted as to where you can go. P. Aughe informed the public that these are options and that it is up to each client to make these connections. 2 Karen Riedel made a comment that since all pharmacies are competitive, we could find out what pharmacy is doing what service and make it public. Then maybe the other pharmacies will get the idea to offer those types of services as well. S. Nagasawa replied that this is an advisory committee to the Mayor, so that is not our role. That would be something that the public would have to take charge of. Jesse Floyd advised the committee to contact the Office of Aging because they would have more knowledge on this subject matter. P. Punihaole said that it all comes down to understanding your medical insurance and what they provide for you. S. Shirachi asked L. Tobosa if they could have a representative from the Office of Aging to also be present to address Mr. Floyd's questions. P. Aughe wanted to follow up with Susan's question about how to have a representative from the Office of Aging attend a future meeting. Kalen Koga will look into that. NEW BUSINESS Presentation Dr. Carl Oguss of the Hawaii Dog Psychology Center L. Tobosa mentioned that Dr. Carl Oguss is unable to make it today and therefore there is no presentation. Janice was informed by Laura to put Dr. Oguss on the May meeting because next month there is a presentation. REPORT OF THE COUNTY OF HAWAII EQUAL OPPORTUNITY OFFICER AND ADA COORDINATOR, TERI SPINOLA-CAMPBELL Teri Spinola-Campbell read the ADA Coordinators Report (see attachment) P. Aughe asked Teri if she talks to them about enforcing parking. Teri replied yes. Joshua Pratt mentioned that the fine is $ 500.00 3 REPORT FROM COUNTY OF HAWAII RECREATION SPECIALIST, ALISA MITCHENER Alisa Mitchener read the announcement (See attachment) P. Punihaole wanted to know if the information on Summer fun programs will be down at the civic center for West Hawaii. A. Mitchener said that Summer fun is still in the planning process and that registration hasn't been announced yet. They will have flyers at the different locations. P. Aughe asked if it would be possible to bring a link to where these are posted at next time? J. Floyd asked if it could be posted in the community events section in the newspaper? A.Mitchener mentioned that it would go through Jason Armstrong who is the Public Information Officer for Parks and Recreation. Karin Riedel asked if it would be possible to make a separate webpage for P&R events, flyers and other information. She felt that the county's website is very hard to navigate through. A Mitchener said that she will follow up with report on creating an access page P. Aughe asked if the P&R website page access friendly. A Mitchener replied that IT is reviewing all of the departments within the County for accessible web presentations. T. Spinola-Campbell said the contact person from IT would be the director, Don Jacobs. A Mitchener said that she will touch base with their P&R web person and Jason Armstrong and the link. R. Dinges requested to put somewhere in the Agenda, statements from the public on non -agenda items? L. Tobosa said that she will check with J Yoshimoto on that. P. Aughe made a motion to ask J Yoshimoto if statements from the public for non - agenda items can be placed on the agenda. R. Dinges seconds. All in favor, motion carries. 4 ANNOUNCEMENTS J. Floyd made some announcements: • East Hawaii Legislative Forum planning meeting 3/22 from 9-11 at Dept. of Health, 75 Aupuni St. • Pac Rim Conference will be on Monday, April 25-26 in Honolulu at the Civic Center. Visit PacRim.org for more information. • Malama Da Mind is scheduled for Friday, May 6 at Aunty Sally's from 3-7 p.m. • East Hawaii Disability Legislative Forum will be on Thursday, August 18 from 3-7 at Aunty Sally's. P. Aughe announced that April 20th at the next Mayor's committee meeting, Ms. Wheelchair America, Alette Coble -Temple will be here as a guest speaker. S. Shirachi announced that the UH Disability Services has invited members of the autistic community to share their thoughts, feelings, and stories about life and autism, using the mediums of speech, poetry, and music. The event is called My journey, My voice" and will be held on April 9th at the UH Campus center plaza from 4-6pm. NEXT MEETING L. Tobosa said the next meeting is April 20th at 10:00.
