LEPC MEETING MINUTES
COUNTY OF HAWAII PUNA CONFERENCE ROOM
November 21, 2014 10:00 am
Members Present: Henry Silva, Chairperson; Gerald Kosaki, Vice-Chairperson; Newton
Inouye, DOH; Clinton Baybayan, HFD Hazmat; G. Wells, PGV; John Peard, DOH; John
Bowen, Hazmat consultant. Non-Members: Sharon Leonida, DOH HEER; Orasa
Fernandez, DOE
I.Call to Order – 10:10 am by Chair Henry Silva
II.Approval of minutes from August 28, 2014 meeting – No objections to
minutes, accepted and approved
III.Tier II project report – John Peard gave a report as to the status and fees
associated with tier II submittal or non-compliance. Sharon stated that the
fees are low but was not sure who sets the fees. Sharon stated that the EPA
could levy fines for non-compliance. John Bowen inquired if there was an
amnesty program to relieve delinquent companies from paying back fees. We
discussed ways to increase compliance. Two avenues discussed were news
station public service announcements and getting more brochures out to
prospective companies.
IV.School labs and chemicals update – Orasa Fernandez from DOH was present
to discuss the status of the ongoing statewide clean-up. She stated that
contracted companies are currently taking out any unused or unwanted
chemicals. Per DOE, anything not used within one year is to be discarded.
Per Travis from DOE, some schools were up to 12 years delinquent. Henry
suggested having Senator Josh Green support getting more inspectors to
conduct these school inspections. There was a discussion as to the reason that
bulk chemicals are being procured. One reason is that educators purchase
bulk to be more cost efficient.
V.County reports:
Civil Defense – No report

VI.Recent incidents –
Henry reported 2 incidents at HELCO
1 incident at Aloha Petroleum
VII.New Business – Henry brought up an amendment and motions that he wanted
to address by the LEPC (see attached). Current by-laws will be scanned and
sent to all LEPC members.
VIII.Next meeting - The next LEPC meeting will be held in the first quarter of
2015. This will be a networking lunch meeting.
IX.Adjournment – the meeting was adjourned at 11:30am.
