HomeMy WebLinkAboutLEPC minutes 052114 LEPC MEETING MINUTES CIVIL DEFENSE May 21, 2014 10:00am Members Present: Henry Silva, Chairperson; Gerald Kosaki, Vice-Chairperson; Newton Inouye, DOH; John Peard, DOH HEER; David Cummings, Hamakua Energy; Lucas Parrish, BEI; Cliff Townsend, PGV; Ron Quesada, PGV; James O’Connor, HPD; Lance Uchida, HFD EMS. Non-Members: Keoki Wells, PGV; Sharon Leonida, DOH HEER; Abel Costa, PGV; Orasa Fernandez, DOH; Jarrett Enriquez, BEI; Joseph Kashuba, Big Island Biodiesel I.Call to Order – 10:06 am by Chair Henry Silva II.Approval of minutes from February 6, 2014 meeting – No objections to minutes, minutes accepted and adopted III.Tier II project report – John Peard gave an update to the status of tier II reporting. We discussed distributing pamphlets created by DOH HEER with information to increase awareness of reporting requirements to DPW, Planning, Tax office, etc. IV.School labs and chemicals update – Orasa Fernandez from DOH was present to discuss the statewide clean up of chemicals in the schools. Henry said that they had contacted Senator Josh Green who is the Senate Health Chair. HSERC has assigned a sub-committee to ask for the appropriation of more funding to conduct school clean up. A conference call was scheduled with Senator Green to discuss how they should proceed with their request. V.County reports:  Civil Defense – No report  Fire – HFD Hazmat will be conducting an Area Rae deployment drill on June 26 to identify specific locations to deploy the Area Rae monitors in the event of a chemical release incident at PGV.  Police – no report given VI.Industry partners reports –  PGV – Ron Quesada discussed their EPA report that cited 14 violations of which they will need to respond to. However, there were some discrepancies identified with these violations.  BEI – Lucas Parrish gave a report of the recent incident at BEI when there was a Sulfuric Acid spill from a tote container. Rain was a factor as the acid went into a dry well. They used soda ash to help neutralize the acid and monitored the area. Gerald Kosaki brought up some concerns received from HFD dispatch and EMS units. Lucas stated that as a result of this incident and concerns, some new procedures have been implemented.  Big Island Biodiesel – Joseph Kashuba from BI biodiesel attended the meeting and sill be soon identified as a committee member. He is currently developing some safety plans for the company. VII.Department of Health HEER report – John Peard reported that they are doing some stream sampling around the agriculture area. He stated that they are doing some contamination Awareness class. Some of the sites that they are testing are Hamakua/Hakalau, Kohala, and the Waiakea pond (testing for Arsenic). VIII.Announcements – Henry spoke about the NASTTPO conference and some of the changes are to the HMEP grant funding requirements. Henry announced that he may stay on as Chairman a little longer to follow through on the school clean up project. He made a request to the LEPC to identify Gerald Kosaki as a co-Chair with him. This would allow for a distribution of overall duties and also for a smoother transition when he decides to leave. Members present were in agreement and in favor of this request. Tesoro Corporation had a name change to Hawaii Independent Energy LLC IX.Next meeting - The next LEPC meeting will be held on August 28, 2014 at the Department of Health conference room. The date and venue was changed due to the recent incidents requiring civil defense involvement. X.Adjournment – the meeting was adjourned at 11:50am.
