LEPC MEETING MINUTES
STATE DEPARTMENT OF HEALTH CONFERENCE ROOM
August 28, 2014 10:00am
Members Present: Henry Silva, Chairperson; Gerald Kosaki, Vice-Chairperson; Newton
Inouye, DOH; David Cummings, Hamakua Energy; Lucas Parrish, BEI; James
O’Connor, HPD; Michel Uchida, HFD Hazmat. Non-Members: Sharon Leonida, DOH
HEER; Keith Kawaoka, DOH HEER; Orasa Fernandez, DOE; Jarrett Enriquez, BEI;
Michael Hirae, HFD Hazmat.
I.Call to Order – 10:05 am by Chair Henry Silva; introduction of Keith
Kawaoka, DOH HEER
II.Approval of minutes from May 21, 2014 meeting – No objections to minutes,
accepted and adopted
III.Tier II project report – John Peard was excused being off island. However, he
did mention that he was still receiving changes for compliancy
IV.School labs and chemicals update – Orasa Fernandez from DOH was present
to discuss the statewide clean up of chemicals in the schools. She stated that
she was working with Grace Simmons on Oahu. A memo will be generated
shortly outlining their plan of action. Orasa said that she will meet with the
vendor to identify specific chemicals. So far, Keaau and Kealakehe schools
were inspected with more schools to follow. Henry Silva gave an overview of
the last HSERC meeting. He stated that he met with Senator Josh Green
regarding issues with the school labs and that he is in support. Gerald
inquired about introducing some type of legislation regarding this. Henry
stated that this was possible and stated that seven schools were initially
inspected but not follow up was done. Keith Kawaoka inquired about the
inspection of intermediate schools.
V.County reports:
Civil Defense – No report
Fire – Mike Uchida stated that HFD Hazmat did an Area Rae deployment
drill on June 26 to identify specific locations to deploy the Area Rae
monitors in the event of a chemical release incident at PGV. They
identified guidelines and a contingency plan utilizing Area Raes, Multi
Raes, and Q Raes.
Police – no report given
VI.Industry partners reports –
BEI – Lucas Parrish gave a follow up report of the recent incident at BEI
when there was a Sulfuric Acid spill from a tote container. He stated that
they got an inquiry from DPW regarding possible contamination to
drinking water. He stated that they closed the drain immediately. They
test the water clarity intermittently as a general practice. He also stated
that they have modified their procedure for prevent further incidents.
Hamakua Energy – no report
HELCO – reported the there was a transformer oil release due to the
recent storm. Over sixty were affected but there was no PCB present.
VII.Committee reports – Planning
HMEP grant funds are being used to review the ERP/EOP Hazmat section.
Tetra Tech was contracted to complete this review. Henry stated that per
EPCRA law, the LEPC is required to review the county’s ERP.
VIII.Announcements – Henry stated that the LEPC budget is currently at
$52,544.59. A meeting was held with the HFD fiscal accountant Melanio
Lorenzo with Gerald Kosaki and Henry Silva. We discussed the LEPC
budget and identified how the expenditures were accounted for. Gerald
requested the LEPC annual statement that was prepared for this meeting. This
report had not been completed for the past 2 years.
IX.Next meeting - The next LEPC meeting will be held on November 21, 2014 at
the County of Hawaii Puna conference room. The date and venue was
changed due to the recent incidents requiring civil defense involvement.
X.Adjournment – the meeting was adjourned at 11:10am.
