The meeting was chaired by Pauline Aughe. MEMBERS PRESENT: Pauline Aughe, Vice Chair; Janice Mancini, Secretary, Richard Dinges, Susan Shirachi. Joshua Pratt ABSENT: Laura Tobosa, Chair; Pamela Punihaole, Sam Nagasawa. OTHERS PRESENT AND GUESTS: J Yoshimoto, Corporation Council; Teri Spinola- Campbell, ADA Coordinator; Alisa Mitchener, Parks & Recreation; Jesse Floyd, DDC Council; Karyle Yamane Mass Transit; Gregg Hummer, Karin Riedel, Kauila Haumea, Chris Lecee, Morgan Mancini CALL TO ORDER Pauline Aughe called the meeting to order at 10:07 a.m. STATEMENTS FROM THE PUBLIC (Agenda Items) No Statements APPROVAL OF MINUTES OF THE March 16, 2016 MEETING Richard Dinges moves to approve meeting minutes Susan Shirachi seconds. Everyone is in favor of approving minutes. Minutes approved. UNFINISHED BUSINESS P. Aughe informed the members that Laura Tobosa has followed up with Dr. Kimo Alameda and will try to get him scheduled for the May 18th agenda. P. Aughe explained that Dr. Oguss wanted to give a presentation on people working with pets. The committee will try and schedule him for the May 18th meeting. R. Dinges wanted to know if it is possible (on the agenda) to say "statements from the public" instead of statements from the public on agenda items P. Aughe said that statements from the pubic on agenda items is a separate item. Under the announcements section is where the public can make statements on non - agenda items. NEW BUSINESS Jessie Floyd suggested that ADRC as a resource center, should put together a booklet of services that different agencies within East Hawaii can offer people with disabilities. P. Aughe agreed that maybe at the next meeting, the committee could make a suggestion to Dr. Alameda about information in a booklet or online S. Shirachi asked if it would be possible at the next meeting, to ask Dr. Alameda about county residence for people with medical disabilities. Report on the Recreation Ad Hoc Committee. Karen Reidel read the Ad Hoc Committee Report (see attachment) K. Reidel wanted to seek the approval of the committee and have a vote to provide these priorities to the Mayor and to encourage him to take action. J Yoshimoto informed the committee that they can vote. He suggested that someone should draft a letter documenting what the committee wants to communicate to the Mayor then review before sending it. S. Shirachi suggested that the transition plan be discussed before the committee makes a vote. Teri Spinola-Campbell said to contact Parks and Rec to request someone in the planning division to give a presentation with a timeline or it rolling out. J said that he would follow up with Parks, get that documentation and can email everybody so that you can review it ahead of time. J also suggested that between now and the next meeting if the Ad Hoc committee could submit a draft letter, then we can take a look at the transition plan and letter. 2 REPORT OF THE COUNTY OF HAWAII EQUAL OPPORTUNITY OFFICER AND ADA COORDINATOR, TERI SPINOLA-CAMPBELL Teri Spinola-Campbell read the ADA Coordinators Report (see attachment) REPORT FROM COUNTY OF HAWAII RECREATION SPECIALIST, ALISA MITCHENER Alisa Mitchener read the announcement (See attachment) RECOMMENDATIONS FOR CERTIFICATES OF APPRECIATION-ALISA MITCHENER Karin Riedel wanted to also acknowledge the officer of the month, Brian Beckwith. R. Dinges made a motion to accept Officer Brian Beckwith as a nominee. J. Mancini seconds. All in favor. Alisa will have the forms made available through Kalen at the next committee meeting. The forms can be handed in, or emailed and will be presented at the meeting under the agenda item. P. Aughe called for a Recess GUEST SPEAKER- MS. WHEELCHAIR AMERICA, DR. ALETTE COBLE-TEMPLE Introduction of Dr. Alette Coble -Temple by P. Aughe Presentation by Dr. Coble Temple ANNOUNCEMENTS S. Shirachi wanted to announce another 2 recommendations both for the certificate of appreciation. R. Dinges makes a motion to approve the recommendation of Alisa Mitchener and Teri Spinola-Campbell for certificate of appreciation. J. Mancini seconds. All in favor. Motion carries 3 P. Aughe read a letter from Lynise Tarring relating to transportation. Karyle Yamane who is a Paratransit specialist, gave an overview explanation of the Public transportation. Jesse Floyd suggested that a dedicated page with paratransit information be available on the Hele on bus website. In addition to that a FAQ page as well. P. Aughe mentioned that its based on fixed route, not demand. Karyle will be providing more information at the next meeting. R. Dinges wanted to announce that at the later part of May and June, there will be free medical services provided on the island. (see brochure) NEXT MEETING P. Aughe said the next meeting is scheduled for May 18th ADJOURNMENT The meeting was adjourned 12:15. We discussed: Zoo Access Tour: Participants: Kauila and Gail, Chris and Linda, Paul and Karin, Alisa Please note that an access plan for the Zoo exists but has not been fully implemented... Our goals for the field trip were to: Gather and Exchange Information Inquire how we can help Create a list for further action Have Fun and Relax A Th.a.4„ tc ` k e j c a.s Se t~ d 4-0 Mc. km fl t zin.,, rociI ego"(fee a(or vbr- -c r sae 2o, The highest priorities were safety concerns: add seat belts for the tram passenger's seat and replace harness straps that hold wheelchairs in place in the back section of the tram. Other suggestions were to create: clear online access information, additional accessible parking, improved access to picnic table areas, and training and collaboration with Friends of the Zoo to enhance inclusive educational and volunteer opportunities. Seek MCPD APPROVAL: CALL FOR A VOTE to provide these priorities to the Mayor and encourage him to implement the existing transition plan to improve ADA access within the Panaewa complex. The Ad -Hoc Committee also discussed a recreation webpage to list program access information and announcements. We're seeking input on what to include on this info page. A Certificate of Appreciation for Stephanie Kovatch was recommended for her pioneer work with Deep and Beyond Snorkel Days. BEACH ACCESS April 15 Met with new Snorkel Day Coordinators for beach programs at Kahalu'u and Richardson's Researched current beach wheelchair options Researched beach access issues and support needed for Keiki Surf Day at Kohanaiki "Pine Trees" Beach in Kona. 8 Recommendations for Certificate of Appreciation Don Haynie who is the catalyst for starting Wheelchair Tennis in Hilo. Stephanie Kovatch, Deep and Beyond, for pioneering a highly successful Snorkel Day Program for people with disabilities of all ages in Hilo and Kona. Kelly McCloskey, Special Education Resource Teacher, Konawaena Middle School for ALOHA, DEDICATION, and STAMINA committed to providing her students opportunities in our community to develop water and ocean skills, social skills, and the joy of learning. Kauila Haumea, longtime advocate for beach access and ocean activities for people with disabilities, for his dedication, commitment, and contributions to beach access improvements and programs in Hilo, Puna, and Kona. Janice Mancini, self -advocate, for her Adventurous Spirit and dedication to improving beach access and recreational activities for people with disabilities. Paul Pascua self -advocate and member of the Recreation Ad -Hoc Committee, for his Adventurous Spirit and dedication to improving beach access and recreational activities for people with disabilities. Jessie McDonald, Habtec worker, Bayada, for consistent and dedicated long term support to include people with disabilities in our community. Gail Yoshishicae, Direct Support Worker, Full Life, consistent and dedicated long term support to include people with disabilities in our community. Working on purchasing aquatic equipment needed for modification requests for pool patrons in Laupahoehoe, Konawaena, and NAS, and for summer beach access programs. ADA Coordinator's Report April 20, 2016 • The Department of Public Works is responding to a complaint about a broken sidewalk on Kinoole St. near the Sack and Save store. • A complainant reported that an individual who uses a disability placard is a fraud and is taking parking spaces away from people who need them. I referred the complainant to Kirby Shaw, Coordinator, Program and Policy Development at the Disability And Communication Access Board (DCAB). • DCAB's Facility Access Unit conducted public hearings in Hilo and Kona on the proposed Hawaii Outdoor Developed Area Accessibility Guidelines. • One of our departments received a Braille Document in the mail and was not sure what to do with it. The contact information the department had was out of service. I sent the document to Ho'opono in Honolulu for translation. We were puzzled because the translation did not make any sense. Ho'opono had up to date contact information for the sender so our employee phoned the sender. The sender said that he used the Braille as a wrapper for a check (payment) and it didn't mean anything, but he was impressed by the efforts we made to find out what the Braille document said. • Some of our swimming pool lifts are not working and we are purchasing new lifts to replace them. • Karyle Yamane started recently as the Program Manager for Paratransit services in the Mass Transit Agency, and I have been providing Karyle some technical services and support. Paratransit services are scheduled to start in Hilo and Kona on July 1,2016.
