HomeMy WebLinkAbout2016-04-21 Leeward Exh E (Public Testimony on Amend REZ 1039 & Amend SMA 441) LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I HEARING TRANSCRIPT APRIL 21, 2016 JOY MILLSALI‘I The following is public testimony provided by regarding the applications of PALMS, LLC (formerly LEHUA LANI, LLC) (AMEND REZ 1039/ AMEND SMA 441) at 12:54 p.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Keith Unger presiding. COMMISSIONERS PRESENT: Keith Unger, Scott Church, Collin Kaholo, Barbara Nobriga and Sonny Shimaoka ABSENT AND EXCUSED: Brandi Beaudet ALSO PRESENT: Danny Patel (Counsel for the Commission), Duane Kanuha (Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Christian Kay (Planner) and Noriko Sauer (Commission Secretary) And approximately ten people from the public in attendance. APPLICANT: ALI‘I PALMS, LLC (formerly LEHUA LANI, LLC) (AMEND REZ 1039/ AMEND SMA 441) Request to amend Condition B (time extension to secure subdivision approval), Condition J (drainage improvements) and Condition V (fair share payment) of Change of Zone Ordinance No. 04-56, and Condition No. 4 (time extension to secure subdivision approval) and Condition No. 6 (drainage improvements) of SMA Use Permit No. 441. In 2004, the property was rezoned from Agricultural- 5acres (A-5a) to Single Family Residential- 7,500 square feet (RS-7.5) and SMA Permit No. 441 was issued to allow the development of a 58-unit single family residential house and lot subdivision and related improvements. The property is located along the east (mauka) side of Ali‘i Drive, between the Ali‘i Lani Condominium and the Ali‘i Garden Marketplace and across from the Kona By the Sea and Kona Riviera Villas condominium nd complexes, Puapua‘a 2, North Kona, Hawai‘i, TMK: 7-5-020:071 and 072. Actually, I’m a neighbor; Ali‘i Lani is the condominium I’ve been blessed with – mahalo, ke Akua – next door. My concerns about this development is, of course, again, the size and, you know, I know it’s contradicting because I live in a condo, but it’s adjacent so close to our shoreline. Once again, my concerns are for, you know, the habitat of our ‘ōpe‘ape‘a bats. The runoff, once again, just as any development in the area, that can go into the ocean. Our honu, our nai‘a, our manō, any type of development, you know, we always have to be concerned about how that affects our ocean and our sustainability. So I commend all of you. I really appreciate all of you for being here. And, again, I’m concerned about this development. I hate saying against, you know – Uncle is trying to say you’ve got to speak more, you know, aloha. Kapu aloha and be kind. But I really do have strong concerns about development and being conscious of our ‘āina. Mahalo for your time. Aloha.
