Business item #I will likely be concluded on October 10th and business item 92 will likely begin at the next workshop session. In addition to the Public Comment noted on the agenda, Public Comment will be invited near the beginning and end of each day. Short breaks will also be integrated into each session. NOTE: Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six- month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." AGENDA CALL TO ORDER ROLL CALL APPROVAL OF MINUTES: The Steering Committee will consider the draft minutes of the February 3, 2015, Steering Committee Meeting. MEETING OVERVIEW: Steering Committee Vice -Chair, Farrah -Marie Gomes, Project Manager LeAna Gloor, and consultant Bob Agres will provide an overview of the meeting, including an explanation of the purpose and scope of the CDP, the roles of the Steering Committee, and the meeting Agenda. PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out and submit a request form to the HCDP Community Planning Assistant prior to the completion of each Public Comment portion of the meeting. Comments shall be limited to three (3) minutes per person. BUSINESS 1. Overview of the "Preliminary Working Draft" of the Hamakua CDP: The goal of this agenda item is to ensure that Steering Committee members have a complete understanding of the "Preliminary Working Draft" CDP. The presentations will provide an overview of the "Preliminary Working Draft" CDP, including sections focused on: a. The types of CDP strategies, their legal applicability, and roles in their implementation b. How the draft CDP strategies were identified c. Draft strategies related to community infrastructure and services, including water, roads, mass transit, emergency facilities and services, solid waste, schools, libraries, and parks d. Draft strategies related to economic development, including regional coordination, workforce development, local purchasing, agriculture, renewable energy, payment for ecosystem services, health and wellness, education and research, visitors, and retail e. Draft strategies to advance preferred conservation and settlement patterns, including the land use policy map, land use permitting, and commercial, industrial, and resort areas f Draft strategies for natural and cultural resource management, including the expansion of preserves, ecosystem management, cultural resource management, access and trail management, and land use policy to protect coastal areas, agricultural land, scenic areas, and mauka forests Steering Committee concerns, suggestions for improvement, areas for discussion, and requests for additional information or stakeholder input will be logged and saved for Business Item 92 PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. Discussion of and Recommendations for the "Preliminary Working Draft" of the Hamakua CDP: A facilitated Steering Committee discussion will be organized around the concerns, suggestions for improvement, areas for discussion, and additional information previously identified during Business Item 91. As appropriate, this may include presentations, group activities, discussions with stakeholders, and/or site visits.
