HomeMy WebLinkAbout2016-05-05 Windward Planning Commission MinutesWINDWARD PLANNING COMMISSION COUNTY OF HAWAII MINUTES MAY 5, 2016 The Windward Planning Commission met in regular session at 9:02 a.m. in the County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman Charles Heaukulani presiding. COMMISSIONERS PRESENT: Charles Heaukulani, Gregory Henkel, Donald Ikeda, Myles Miyasato, and Raylene Moses. ABSENT & EXCUSED: Donn Dela Cruz. ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager) (from 9:13 a.m.), Jeff Darrow (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Heaukulani introduced Windward Planning Commissioners and staff to members of the public, and went over the procedures for public testimony. STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the agenda. 1. APPLICANT: CHRIS BRILHANTE (REZ 16-203) Application for a Change of Zone from an Agricultural - 3 acre (A -3a) to a Family Agricultural - 1 acre (FA -la) zoning district for 3.576 acres of land. The property is located at the southwest end of Ho`ohoaloha Street, approximately 1,500 feet south from its intersection with Ainaola Drive, Waiakea Homestead 2nd Series, South Hilo, Hawaii, TMK. 2-4-034:044. The Commission took this item up at 9:04 a.m. with 12 people from the public in attendance. (SEE EXHIBIT A) This item ended at 9:12 a.m. 2. APPLICANT: BIG ISLAND CANDIES, INC. (Amend REZ 05-023) Request for a 5 -year time extension to Condition C (time to complete construction) and Conditions D, E, and F (roadway infrastructure improvements) of Change of Zone Ordinance No. 06-114, which rezoned 45,450 square feet of land from an Single -Family Residential - 10,000 square feet (RS -10) to a General Commercial -20,000 square feet (CG -20) zoning district to allow an additional production/storage facility and related uses. The properties are located on Kekuanao`a Street, at the northeast corner of Kekuanao`a Street and Hinano Street Pagel of 3 Windward Planning Commission May 5, 2016 Minutes and the northwest corner of Kekuanao`a Street and Laukapu Street, Waiakea House Lots, Waiakea, South Hilo, Hawaii, TMK: 2-2-034: 066, 078 & 079. The Commission took this item up at 9:12 a.m. with 13 people from the public in attendance. (SEE EXHIBIT B) This item ended at 9:25 a.m. 3. APPLICANT: JAMES ISHII (REZ 16-204) Application for a Change of Zone from a Single -Family Residential -10,000 square feet (RS -10) to a Neighborhood Commercial -10,000 square feet (CN -10) zoning district for approximately 58,500 square feet of land. The subject properties are located on the west side of Manono Street, approximately 500 feet north of Waiakea House Lots, Waiakea, South Hilo, Hawaii, TMK: 2-2-027:038, 039, and 058. The Commission took this item up at 9:26 a.m. with 11 people from the public in attendance. (SEE EXHIBIT C) This item ended at 9:47 a.m. 4. PLANNING DIRECTOR INITIATED Presentation by claim adjuster regarding Claimants Puna Pono Alliance, et al.'s, claim against the Geothermal Asset Fund for funding to conduct a Native Hawaiian Psycho -Social Impact and Community Well -Being Study. The Commission took this item up at 9:47 a.m. with 15 people from the public in attendance. Chairman Heaukulani called a recess at 10:17 a.m., and the meeting was reconvened at 10:26 a.m. (SEE EXHIBIT D) This item ended at 11:05 a.m. MINUTES — The Commission took this item up at 11:05 a.m. Approval of Minutes of the April 7, 2016 meeting — It was moved by Commissioner Miyasato, and seconded by Commissioner Ikeda, that the minutes of April 7, 2016, be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took up the following at 11:06 a.m. Page 2 of 3 Windward Planning Commission May 5, 2016 Minutes Mr. Arai stated that the next Windward Planning Commission meeting was scheduled on June 2, 2016, and there were tentatively four items on the agenda, including the review of the Draft Ka`u Community Development Plan. Mr. Arai also announced that the Hawaii Congress of Planning Officials (HCPO) Conference was scheduled for September 21st through September 23rd in Kauai. He added that budget constraints would not allow for all of the Commissioners to attend; therefore, past attendance by Commissioners to this conference would play a significant role in selecting which Commissioners may attend. Commissioner Miyasato stated that he was unable to attend the June 2nd Commission meeting. ADJOURNMENT — There being no further business, it was moved by Commissioner Moses and seconded by Commissioner Miyasato that the meeting be adjourned. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
