WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />JUNE 2, 2016 <br />1. APPLICANT: MILE MARKER 12, LLC (SPP 16-189) <br />Application for a Special Permit to allow the establishment and operation of a retreat center <br />for health and well-being identified as a "Hawaiian Sanctuary," to be located on an 11.33 - <br />acre portion of a larger 43.57 -acre property situated within the State Land Use Agricultural <br />District. The proposed project components include the conversion of an existing dwelling <br />into a health and wellness center; construction of 4 bungalows for overnight <br />accommodations, group educational activities and social events on a property located along <br />the mauka (west) side of the Pahoa-Kalapana Road (Highway 130) at the 12 -mile marker, <br />Puna, Hawaii, TMK: 1-3-009: Portion of 018. <br />Approved with conditions. <br />2. APPLICANT: KINGS CHAPEL HONOKA`A (USE 16-062) <br />Application for a Use Permit to allow for the conversion of an existing single family <br />residence into a church along with related improvements and activities on 4 acres of land <br />zoned Single Family Residential -10,000 square feet (RS -10). The subject property is situated <br />along the mauka side of the Hawaii Belt Highway (Highway 19), directly opposite of Tex's <br />Drive Inn in Papa`anui, Hamakua, Hawaii, TMK: 4-5-010:080. <br />Approved with conditions. <br />3. CLAIMANT: HAWAII COUNTY CIVIL DEFENSE <br />Discussion and action on a claim for the release of funds from the Geothermal Asset Fund <br />that includes a recommendation from the claims adjuster, for the following community <br />approved geothermal impact mitigation project: <br />a. Updated Air Quality Model - $362,719 <br />Funding to develop an updated air quality model for the dispersion of H2S and other <br />gases from the PGV Geothermal plant, which will then serve as a tool to help update <br />existing emergency response plans; inform the location of new, fixed monitors to be <br />installed in the surrounding community; and to inform the proposed Geothermal Public <br />Health Study about the nature of public exposure in varying weather and release <br />conditions. <br />Approved based on the claims adjuster's findings and recommendations. <br />4. APPLICANT: JAS W. GLOVER, LTD. (SPP 14-162) <br />On remand from the State Land Use Commission to consider additional information from the <br />Hawaii Army National Guard regarding new historic sites findings and boundary <br />discrepancies affecting the permit area and modifying the Special Permit as appropriate. The <br />Special Permit was approved by the Windward Planning Commission on July 3, 2014, to <br />allow the establishment of a new quarry site on approximately 85.338 acres of a 140.368 -acre <br />property situated within the State Land Use Agricultural District.
