Kimo Alameda, Ph.D. Executive on Aging OFFICER'S PRESENT: Meizhu Lui (North Hilo), Chair, Judy Bell (North Kona), Vice - chair, Minutes taken by Donna Payesko, interim secretary. MEMBER'S PRESENT: Dorothy Baxter (Lower Puna), Jim Cisler (PABEA), Steve Ono (Waikoloa), Chris Ridley (Life Care Center, Hilo and Alzheimer's Association), Michael Sumja (Kohala), George Ito (Hilo) CORPORATION COUNSEL: J. CALL TO ORDER: The meeting was called to order at 10:0 AM. 2. APPROVAL OF THE MINUTES: The minutes of the 3/2/2016 meeting were approved. The motion to approve was made by Chris Ridley and seconded by Jim Cisler. The motion was passed unanimously. 3. NEW MEMBER ELECTION: Teana Kahoohanohano, Regency Hilo, left the meeting while the committee voted regarding her election. The motion to elect her to the Hawaii County is an Equal Opportunity Provider and Employer. An Area Agency on Aging committee was made by Chris Ridley, seconded by Judy Bell. The motion passed unanimously, she will be sworn in at the next meeting. 4. COMMENTS FROM THE CHAIR: We had guests from the State Executive Office on Aging ("EOA") at the last three meetings. In each, we had meaningful discussion with them, resolved issues, and highlighted our committee's significance. 5. STATEMENT FROM THE PUBLIC: There were no public guests or comments. 6. EXECUTIVE ON AGING REPORT: Kimo will present his "Continuum of Care powerpoint presentation at the end of the meeting. * Update on data consolidation one month into the project. Has not been as easy as the SOA thought it would be. Kimo's goal was that Horace's job would be easier, but this has not happened. The County Office on Aging (COA) database was working before, and was a direct link to the COA business model. Providers are on edge because the COA is having to do manual work which slows down payment. COA has asked our providers to be patient for one billing cycle. The fields are not merging and the consolidation process has interrupted what was already working. However, the merge can be successful with hard work and time. The SOA is getting it, they finally suggested inviting some staff to discuss our business model and share how data issues are affecting what services are provided. * Update on Outstanding Older Americans Luncheon. There are five men and nine women nominated. Kimo has been talking story with them and to meet them personally. The lunch is on Friday, May 6, 2016 at the Hilton Waikoloa. The cost of the Lunch is $25.00 there are tickets available at the Hilo and Kona HCOA offices. His TV show is called "Rise Above Hawaii with Dr. Kimo Alameda" airing Monday and Thursday from 7:30 p.m. to 8:00 p.m. on Channel 54. Each week he interview two of the nominees. * Update regarding the Mayor's office and goals for final weeks of the Kenoi administration. The Mayor asked each department for three goals. Kimo's goals were: 1) data consolidation. It needs to work; 2) Get monitoring back on track, want it to be more than a pass-through for money but would like to see how the money flows. Treat the county departments like providers and get better feedback as to have results and have better accountability; 3) the area plan — get in sync with the state plan and speak in a way that makes sense to all of our Kupuna. Question(s): M. Lui: Has the state approve the area plan? Kimo answered there is much transition at the state level which makes it hard to get final approval; have provisional approval. J. Cisler noted that Hawai'i county which is way ahead of the SOA. It's a difficult process to accomplish the specific plan. Part of the frustration is that the function of the State EOA is under the Department of Health, and the administration decides what will be accomplished. We have a new administration which has less focus on aging advocacy and is instead advancing other priorities; however, change is happening. Kupuna Caucus is doing an excellent job of pushing at the state level. It is a work in process. M. Lui asked if there are any extra funding for Horace's overtime? He is doing a great job and he should not have to fix the data consolidation. Kimo mentioned that the data consolidation is affecting Horace's morale. We need to make sure that this data consolidation does not affect our work. The old data is saved and can go back and have 30 days, if need be. Kimo appreciates the HCOA's voice. 7. AGENCY AND DISTRICT REPORTS: Pahoa: Dorothy Baxter said the Pahoa park is getting back on track park, and looking good. The roundabout is causing some traffic delays but should be finished soon. Land clearing is happening for big shopping center with library, clinic, stores, dentist and eye doctor. * Legal — the Legal Aid Society issues with client confidentiality were worked out. * * Client satisfaction surveys will be provided with referrals, and consents to collect the surveys. COA is meeting monthly with LASH staff. * Steve Ono asked whether HARA's chair is automatically a member of the COA. HARA is concerned with succession. We clarified that it's not automatic. George Ito mentioned that S. Ono also represents South Hilo. So Steve is not off the hook with us! * Chris Ridley, Alzheimer's Association reminded us that it's Advanced Healthcare Directive day on April 16, 2016. Don't wait - review what you have and make sure everyone you know has it done one. We are at 25% average to low. Update on the Alzheimer's Walk; C. Ridley wants team registration, it helps her with her mission. The "Longest Day" in June: This is when the Alzheimer's Association tries to honor caregivers because they have long days. There are different events that are happening during the month of June to help caregivers. * Judy Bell update on Kona caregiver conference. Keynote speaker is Francis Katagawa, September 9, 2016 at the Kona Sheraton. * Teana Kahoohanohano, Regency Hilo — Update on the 100 bed skilled on Kaumana Drive, Hilo, Medicaid/Medicare certified, and welcomes tours. Discussion regarding the extended care facility at Hilo Medical Center; they are scaling back and trying to prove there's no need for it. The building needs lots of maintenance so it's a hard situation but the need exists for the facility. Meizhu suggested that we invite someone from the hospital to discuss this issues. 8. Jim Cisler, PABEA said the LTC legislation is asleep; it still exists and will be considered for next session. One issue is the unannounced inspection of licensed facilities. The proposal passed committee without amendment; it is to be addressed by legislature. The Kupuna Care budget was finalized and was increased mostly for the Honolulu ADRC to get it up and running. Congrats to Nalani the director, she is doing a great job. J. Cisler apologized he is not able to attend the 5/621016 luncheon. J. Cisler is working on the state lunch. The budget is 75% there and has support. Kimo mentioned that data consolidation has exposed deficiencies in other counties. Nalani is trying to "shake it up" in a good way, changing mindset of providers to working together. It is interesting seeing the personalities of the counties. 9.
