HomeMy WebLinkAbout2016-03-01 KVDC Minutes KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAII MINUTES Meeting Date: March 01, 2016 Time: 5:15 p.m. Place: West Hawaii Civic Center nd Planning Department Conference Room – Building E, 2 Floor 74-5044 Ane Keohokalole Highway Kailua-Kona, Hawaii, 96740 CALL TO ORDER Commissioners Present: Peter Dahlberg, Alvin Akina, Jr., Theresa Andreae, Fanny Au Hoy Ann Kern, Zon Sullenberger, Shaun Roth and Chuck Cartwright Absent and Excused: Adam Broderson Planning Department: Bennett Mark and Terry Dunlap Applicant/Representative: Kauluwehi Kaiawe-Cabrera Public: None A quorum was present. Chair Peter Dahlberg called the meeting to order at 5:15 p.m. and the Commissioners introduced themselves. Chuck Cartwright was welcomed as the newest member. APPROVAL OF MINUTES 1. Minutes of the Meeting of December 15, 2015 It was moved by Commissioner Au Hoy and seconded by Commissioner Kern that the minutes be approved as circulated. The motion was unanimously carried by a voice vote. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS - NONE NEW BUSINESS 1. Design review of a sign permit application for a proposed marquee sign for TRENDZIQUES Applicant: Pauahi Ling. Land Owners: Queen Liliuokalani Trust Estate. TMK: 7-4-015:001. Located in the Kona Coast Shopping Center at 74-5586, Suite 20, Palani Road, Kailua-Kona, HI on the northwest corner of Queen Ka’ahumanu Hwy. and Palani Road. Sign Company: INA Custom Signs. Mr. Dunlap noted that the applicant is proposing to install a marquee sign for a business operation, “Trendziques” in the Kona Coast Shopping Center (KTA and Pier 1 Imports are located in this shopping center). The sign will be mounted on the fascia of the marquee overhanging the sidewalk, above the entrance to the business, and will face Palani Road. The sign area is approximately 12.5 square feet and features 15 inch high lettering, mounted directly on the existing marquee face. Channel letters will be furnished by using aluminum and the face of the letter will be blue plastic and will be illuminated by blue LED. KVDC Minutes March 1, 2016 Meeting Page 2 The sign area and lettering size as proposed are all allowed under an approved sign variance. The Sign Code for the Kailua Village Special District allows the lettering/logo to a maximum of 9 inches. On 11/05/99, the Planning Commission, in its authority at the time, explicitly recognized the signage challenges for the businesses in this development, which is set back a great distance from the public roadways, and granted an amended “blanket” sign variance, SV-14, for the entire shopping center to increase the allowable letter height to 22 inches within an overall sign area limitation of 32.15 square feet. The proposed sign complies with what was approved in the 1999 blanket sign variance granted for the entire Kona Coast Shopping Center. Ms. Kauluwehi Kaiawe-Cabrera, speaking for Pauahi Ling, stated the need for the new sign and asked if the Commission had any questions. The Commissioners thanked her for her comments. Minimal discussion by the Commission followed with the confirmation of letter height being the only question. Mr. Dunlap presented several photos of the subject property so that the Commissioners could view the business location and review the signage of businesses that neighbor the “Trendziques” store. A motion to recommend approval was made by Commissioner Roth and seconded by Commissioner Sullenberger was unanimously approved. ADMINISTRATIVE MATTERS A flower lei was presented to Commissioner Theresa Andreae to acknowledge the end of her term on December 2015, and the continuing of her service to the commission. Mr. Dunlap informed the commissioners that because no applications were submitted by the deadline, there would not be a March 15, 2016 meeting. ANNOUNCEMENTS Mr. Mark announced that many of the Commissioners terms have already expired and that if any of the Commissioners had any recommendations about possible new members, to let him know. ADJOURNMENT Motion to adjourn by Commissioner Sullenberger, second by Commissioner Au Hoy, all were in favor.
