SUBJECT: Pahoa Village Design Review Committee re: AC Letter Dated May 18, 2016
Thank you for providing information and guidelines on the formation of the Pahoa Village
Design Review Committee (PVDRC). We have no comments on the parent organizations or the
guidelines at this time and look forward to working with the PVDRC in the administration of the
Pahoa Village Design Guidelines (PVDG) (Resolution 454-14).
We thought it would be helpful to summarize our understanding of administrative steps related to
the PVDG. The Planning Department will provide the PVDRC with copies of Plan Approval
(PA), Planned Unit Development (PUD), and sign permit applications, with exceptions as
provided for in Chapters 3 and 25, Hawaii County Code. Correspondence and applications from
the Planning Department will be sent to the following address that has been provided to us:

In its advisory capacity to the Planning Director, the Committee will have an opportunity to
conduct design review for consistency with the PVDG. The PVDRC shall complete its review of
any application and submit its written recommendations along with the reviewed plans stamped
"Reviewed by" with the date and signature of the committee chair to the Director within twenty-
five calendar days from the date of receipt of such application from the Director.
In addition, as required by Hawaii County Code, the PVDRC shall develop a process for the
preliminary review of conceptual plans/applications to assist applicants with designing projects

that satisfactorily conform to the design guidelines. Preliminary review should be conducted
prior to formal submittal of applications.
Again, the Planning Department looks forward to collaborating with the PVDRC. Effective
