Persons wishing to provide oral testimony are asked to submit a completed request form to the Puna CDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on May 10, 2016. BUSINESS: (5 min) 1. Update on the General Plan Comprehensive Review: The Planning Director initiated a comprehensive review of the General Plan in 2015. Staff from the Planning Department's Long Range Planning Division will provide an update on progress and a preview of next steps. (30 min) 2. Reports from the Connectivity and Emergency Response Subcommittee (CERS) (Patti Pinto, Farris Etterlee, June Conant)(Marlene Hapai): The purpose of the CERS is to follow the vision and the mission of the PCDP in implementing connectivity actions related to the overall theme of health and safety. Members of the subcommittee will inform the AC on their recent activities, which are reflected in four communications: — Communication No. 2016-16, Subcommittee Meeting Minutes, which include a discussion of amendments relating to connectivity points suggested at the CERS Ad hoc Committee meeting held on May 11, 2016 at Council Chambers in Hilo and a discussion in favor of continuing South Lauko Road. Hawai `i County is an Equal Opportunity Provider and Employer — Communication Nos. 2016-18 (Connectivity and Emergency Response Annual Report), 2016-18.1 (Upper Puna Connectivity Report), & 2016-18.2 (Hawai`i County Council Ad Hoc Report). Report of the Pahoa Regional Town Center Plan Subcommittee (PRTCPS) (Larry Brown, Patti Pinto, Elmer Solis)(Mark Hinshaw): The purpose of the subcommittee is to work towards developing a regional town center master plan for Pahoa. No subcommittee minutes are available at this time, so members of the subcommittee will inform the AC on their recent activities, including: - Communication No. 2016-14 (Planning Department Letter to the Action Committee) in Response to Communication 2016-10 regarding the Pahoa Regional Town Center Plan & Wastewater Treatment Study. - Update on the Luquin's Lot Acquisition and next steps for its development. (20 min) 4. Update from the Volcano Long Range Plan Subcommittee (VLRPS) (Larry Brown) (Dan Taylor): The VLRPS is tasked with preparing a Long Range Plan for Volcano. No subcommittee minutes are available at this time, so subcommittee members will inform the AC on their recent activities. (5 min) 5. Update from the Mass Transit Subcommittee (MTS) (June Conant, Frank Commendador): The focus of the MTS is to promote implementation of the goals, objectives and actions pertaining to public transportation as provided in Sec. 4.2 of the PCDP. No subcommittee minutes are available at this time, so subcommittee members will inform the AC on their recent activities. (5 min) 6. Update from the Budget Subcommittee (Susan Osborne, Leila Kealoha, Frank Commendador, Elmer Solis): The Budget Subcommittee is tasked to collect, prioritize, and prepare requests from the AC to the County for funding necessary to support implementation of the PCDP. Subcommittee minutes are not available at this time, so subcommittee members will inform the AC on their recent activities. (10 min) 7. Communication No. 2016-15, Puna Regional Library Invitation (Frank Commendador): The AC will discuss an email sent to State Librarian, Stacey Aldrich, inviting her and/or a representative from the Puna Regional Library project to speak at the September 13th Action Committee meeting. (10 min) 8. Communication No. 2016-19 (Frank Commendador): Frank Commendador will present a preliminary draft of a proposed amendment to expand the current Mt. View Community Village Center Boundary to include all land area bordering both sides of S. Lauko Road up to Puhala Street. (10 min) 9. Operating Guidelines of the Puna Community Development Plan Action Committee: Chairperson Larry Brown will briefly summarize the Operating Guidelines for the Action Committee. The communications may also be requested from the Planning Department by calling (808) 961-8288 or emailing planning@hawaiicounty.gov. 2 AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the September 13, 2016 meeting. ADJOURNMENT NOTE: Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 — 91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
