In keeping with the intent of the Puna Community
Development Plan (PCDP) September 2008
regarding the Mountain View Community Village
Center (PCDP page 5-11) .
I would like to propose the following change in the
PCDP to expand the current Mountain View
Community Village Center Boundary to include all
land area bordering both sides of South Lauko
Road up to Puhala Street which amounts to about
300 useable acres located adjacent to the current
village center south-east boundary line.
As you may be aware the entire Mountain View
area also host many large subdivisions in the
UPPER Puna area. The last 2010 US Census
surprisingly pointed out that we collectively are the
fastest growing subdivisions ( North Kulani area,
Hawaiian Acres, Fern Acres, Eden Roc, Fern
Forrest, Aloha Estates, Glenwood, and Volcano
Village) in the State of Hawaii. Most our
subdivisions located off of the Volcano Highway
grew about 100% with some experiencing more
growth that others. This trend only increased after
the lava flow crisis in Pahoa. Many are moving to
Mountain View area not only from lower Puna but
a steady stream of those from Hilo, Oahu and
California. Most appear to be vacant land owners
that have decided to build new single family homes
and making our community their new home as
oppose to renting out new homes after being built
as was the case in the last decade. We also have
noted a larger number of younger school aged
children in the area and daily school buses have
almost doubled on our road way.
In recent years (2013 to 20 15) the Mountain View
Planning ad hoc committee for the PCDP Action
Committee held many community meetings and
have polled our residents.
It has been brought to our attention in a very loud
manner on several occasions that most of the older
land owners now in Mountain View designated
community village center boundary with existing
Residential Zoning adamantly opposed any
proposal to change existing zoning or up zone in
anyway.
However several larger land owners along South
Lauko which is located as stated adjacent to the
current Mountain View boundary have voiced
interest and want to be included in future
planning of designated commercial and or light
industrial zoning as an option they can exercise.
All of the existing services, post office, library, out
door recreation area, gymnasium, senior center,
churches and schools are within walking distance.
This request for expanding the boundary will add
to the walkability concept we all favor.
Again this area is centrally located in our
Mountain View community and large enough
geographically to host the much needed expansion
of services for our fast growing subdivisions and
surrounding communities.
The newly proposed commercial area off of South
Lauko and most of the existing public services and
schools are also located on the ocean side of the
Volcano Highway which will mean substantially
less local traffic on Volcano Highway.
The expansion area can provide the much needed
commercial and light industrial space we do not
have any where in the community at present. If
planned out properly future commercial activity
can take place off the already congested Volcano
Highway (Highway 11) in land.
