HomeMy WebLinkAbout2016-06-02 Windward Planning Commission MinutesWINDWARD PLANNING COMMISSION COUNTY OF HAWAII MINUTES JUNE 2, 2016 The Windward Planning Commission met in regular session at 9:05 a.m. in the County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman Charles Heaukulani presiding. COMMISSIONERS PRESENT: Charles Heaukulani, Joseph Clarkson, Donn Dela Cruz, Gregory Henkel, Donald Ikeda, and Raylene Moses. ABSENT & EXCUSED: Myles Miyasato. ALSO PRESENT: Duane Kanuha (Planning Director), J Yoshimoto (Deputy Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager) (to 10:53 a.m.), Jeff Darrow (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Heaukulani introduced and welcomed new Commissioner, Joe Clarkson. He then introduced the remaining Windward Planning Commissioners and staff to the public, and went over the procedure to sign up for public testimony. STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the agenda. 1. APPLICANT: MILE MARKER 12, LLC (SPP 16-189) Application for a Special Permit to allow the establishment and operation of a retreat center for health and well-being identified as a "Hawaiian Sanctuary," to be located on an 11.33 - acre portion of a larger 43.57 -acre property situated within the State Land Use Agricultural District. The proposed project components include the conversion of an existing dwelling into a health and wellness center; construction of 4 bungalows for overnight accommodations, group educational activities and social events on a property located along the mauka (west) side of the Pdhoa-Kalapana Road (Highway 130) at the 12 -mile marker, Puna, Hawaii, TMK: 1-3-009: Portion of 018. The Commission took this item up at 9:07 a.m. with 32 people from the public in attendance. (SEE EXHIBIT A) This item ended at 9:55 a.m. 2. APPLICANT: KINGS CHAPEL HONOKA`A (USE 16-062) Application for a Use Permit to allow for the conversion of an existing single family residence into a church along with related improvements and activities on 4 acres of land Pagel of 3 Windward Planning Commission June 2, 2016 Minutes zoned Single Family Residential -10,000 square feet (RS -10). The subject property is situated along the mauka side of the Hawaii Belt Highway (Highway 19), directly opposite of Tex's Drive Inn in Papa`anui, Hamakua, Hawaii, TMK: 4-5-010:080. The Commission took this item up at 9:55 a.m. with 20 people from the public in attendance. (SEE EXHIBIT B) This item ended at 10:12 a.m. Chairman Heaukulani called a recess at 10:12 a.m., and the meeting was reconvened at 10:24 a.m. 3. CLAIMANT: HAWAII COUNTY CIVIL DEFENSE Discussion and action on a claim for the release of funds from the Geothermal Asset Fund that includes a recommendation from the claims adjuster, for the following community approved geothermal impact mitigation project: a. Updated Air Quality Model - $362,719 Funding to develop an updated air quality model for the dispersion of H2S and other gases from the PGV Geothermal plant, which will then serve as a tool to help update existing emergency response plans; inform the location of new, fixed monitors to be installed in the surrounding community; and to inform the proposed Geothermal Public Health Study about the nature of public exposure in varying weather and release conditions. The Commission took this item up at 10:24 a.m. with 18 people from the public in attendance. (SEE EXHIBIT C) This item ended at 11:01 a.m. 4. APPLICANT: JAS W. GLOVER, LTD. (SPP 14-162) On remand from the State Land Use Commission to consider additional information from the Hawaii Army National Guard regarding new historic sites findings and boundary discrepancies affecting the permit area and modifying the Special Permit as appropriate. The Special Permit was approved by the Windward Planning Commission on July 3, 2014, to allow the establishment of a new quarry site on approximately 85.338 acres of a 140.368 -acre property situated within the State Land Use Agricultural District. The project site is located southeast of the Hawaii National Guard Site and Hilo International Airport and approximately 3,000 feet southwest of the County's Sewer Treatment Plant Site at Honohononui, South Hilo, Hawaii, TMK: 2-1-013: Portion of 004. The Commission took this item up at 11:01 a.m. with 8 people from the public in attendance. (SEE EXHIBIT D) Page 2 of 3 Windward Planning Commission June 2, 2016 Minutes This item ended at 11:14 a.m. MINUTES — The Commission took this item up at 11:14 a.m. Approval of Minutes of the May 5, 2016 meeting — It was moved by Commissioner Moses, and seconded by Commissioner Dela Cruz, that the minutes of May 5, 2016, be approved as circulated. Motion was carried by a voice vote (Heaukulani, Dela Cruz, Henkel, Ikeda, and Moses.) [New Commissioner, Joseph Clarkson, did not participate.] ADMINISTRATIVE MATTERS At 11:15 a.m., Director Kanuha thanked Chairman Heaukulani for his service on the Commission and for his excellence, professionalism, and aloha in guiding the Commission as Chairman, and presented him with the Mayor's Certificate of Appreciation. The Commission took up the following at 11:15 a.m.: Election of Officers for the remainder of 2016. Commissioner Henkel volunteered for the chairmanship of the Commission for the remainder of 2016. It was seconded by Commissioner Ikeda and unanimously carried by a voice vote of all Commissioners present. Commissioner Ikeda declined a nomination by Commissioner Henkel for Vice -Chairman. Commissioner Ikeda nominated Commissioner Miyasato for Vice -Chairman, which was seconded by Commissioner Henkel, and unanimously carried by a voice vote of all Commissioners present. ANNOUNCEMENTS — At 11:20 a.m., Mr. Darrow stated that the Commission's July 7th meeting tentatively had five items scheduled on the agenda. ADJOURNMENT — There being no further business, it was moved by Commissioner Moses and seconded by Commissioner Henkel that the meeting be adjourned. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
