Hawaii 96740 (8081323-4444 • Fax (808)323-4440 WHEREAS, pursuant to Chapter 127A of Hawai'i Revised Statutes, Chapter 7 of the Hawaii County Code, and Section 13-23 of the Hawaii County Charter, the Mayor of the County is empowered to declare a state of emergency when there is imminent danger or threat of an emergency or disaster in any portion of the County; and WHEREAS, the National Weather Service at 11:00 a.m. on July 21, 2016, issued a Tropical Storm Watch, advising that Tropical Storm Darby was located about 560 miles east of Hilo moving in a west-southwest direction at 14 MPH with sustained winds of 65 MPH, with little change in the storm's strength expected; and WHEREAS, a Tropical Storm Watch mean that possible tropical storm conditions can occur any time within the next 48 hours; and WHEREAS, conditions associated with tropical storms include but are not limited to heavy rain, high surf, tropical storm force winds, flash flooding, and mud and rock slides; and WHEREAS, due to the possibility of imminent damage to public and private property damage and/or bodily injury to residents of Hawai'i Island, and the need for government agencies and representatives from the private sector to mobilize and provide immediate services to our island residents, a state of emergency is authorized pursuant to Chapter 127A, HRS, Chapter 7, Hawai'i County Code, and Section 13-23 of the Hawai'i County Charter. NOW, THEREFORE, I, WILLIAM P. KENOI, Mayor of the County of Hawaii, do hereby proclaim and declare that a state of emergency exists due threat of imminent disaster on the Hawai'i Island, effective 12:00 p.m., July 22, 2016, and continuing thereon for 60 days or until further act by this office.
