The meeting was chaired by Laura Tobosa. MEMBERS PRESENT: Laura Tobosa, Chair; Pauline Aughe, Vice Chair; Richard Dinges, Sam Nagasawa, Pamela Punihaole. ABSENT: Joshua Pratt (Excused). Susan Shirachi (Excused) OTHERS PRESENT AND GUESTS: Teri Spinola-Campbell, ADA Coordinator; Alisa Mitchener, Parks & Recreation CALL TO ORDER Laura Tobosa called the meeting to order at 10:00 a.m. STATEMENTS FROM THE PUBLIC (Agenda Items) No Statements APPROVAL OF MINUTES OF THE Mav 18, 2016 MEETING Richard Dinges moves to approve meeting minutes Sam Nagasawa seconds. Everyone is in favor of approving minutes. Minutes approved. Unfinished Business No Unfinished Business New Business Election of New Secretary S. Nagasawa nominates Richard Dinges for the new Secretary. All was in favor. New Members to the Committee L. Tobosa explained that the Committee is only good until December. Once the new Mayor steps in and decides to keep the Committee, everyone will need to reapply. R. Dinges offered to draft a letter to the Mayor's office to ask if it would be possible to continue the Committee on People with Disabilities. P. Aughe said that the letter would need to be on the agenda and then be approved by the Committee. Pauline also mentioned that everyone will need to reapply again. Mayor's Recommendation Letter R. binges made a motion to approve the Mayor's Recommendation for a certificate of appreciation to Mr. Warren Lee, Director of Public Works. (see attachement) P. Aughe seconds. All in favor. Alisa Mitchener asked if it could say, Mayor's Certificates of Appreciation on the Agenda, that way we could also nominate people during that time as well. She also mentioned that it would be best to put a deadline on the next series of nominations because it takes a while to process and present. Report on the Recreation Ad Hoc Committee. S. Nagasawa read the drafted letter. (See attachement) R. Dinges moved to accept the letter P. Aughe seconds All in favor. Motion carries. 2 REPORT OF THE COUNTY OF HAWAII EQUAL OPPORTUNITY OFFICER AND ADA COORDINATOR TERI SPINOLA-CAMPBELL Teri Spinola-Campbell read her report. (see attachment) REPORT FROM COUNTY OF HAWAII RECREATION SPECIALIST ALISA MITCHENER A. Mitchener read the report (See attachment) ANNOUNCEMENTS A. Mitchener mentioned that both Chris Cholas and Daniel Grant Johnson were nominated to receive certificates from the Mayor's Committee. Their certificates will be presented during the Disability Rights Hawaii meeting, which is here next Weds, July 27th at noon. R. Dinges asked in his letter to the Mayor, what kinds of things has this Committee done that would encourage the Mayor to continue. P. Aughe responded that our Committee is more of an advisory committee to the Mayor But we can provide insight and recommendations based on the practical needs of the disability community. NEXT MEETING Kalen Koga mentioned that the room is reserved for August 17, 2016. A Mitchener asked if it was possible to draft a letter to the Mayor from the Committee to see the status of the Richardson's. L. Tobosa said that it would have to be on the Agenda. A Mitchener will draft an inquiry regarding the status of Richardson's and will bring it up to the next meeting to be approved. ADJOURNMENT The meeting was adjourned 10:52 am. Respectfully submitted, Kalen Koga 3 ADA Coordinator's Report July 20, 2016 • Hele-On Kako'o which provides paratransit services as a complement to the regular Hele-On Bus started in Kona and Hilo on July 1 v. Individuals who are interested in using paratransit services must complete an application form and be assessed to determine if they qualify for the service. Karyle Yamane is the Paratransit Specialist for the County and she can be reached at the Mass Transit Agency. The telephone number is (808) 961-8343. • At the end of June, I received five complaints from five individuals that the sidewalk in front of the Post Office in Keaau was impassable to persons who use wheelchairs because a big utility pole was installed in the sidewalk. I forwarded the complaints to our Director of Public Works, Warren Lee. DPW investigated and found that the utility pole obstructed the required amount of clear space. The utility pole was used jointly by HELCO and Hawaiian Telcom. Warren Lee wrote a letter to management of both companies, informing them that placement of the pole was not in conformance with local and federal law and had to be moved in 30 days. Replacement of the pole was scheduled for Saturday, July 16. There's some concrete repair work that needs to be done. • A few years ago, a person who uses a wheelchair informed us that the sidewalk on Kinoole Street near the exit and entrance of Sack N Save across from McDonalds was busted up. Repairs were made, but the person told us that the sidewalk deteriorated again. DPW inspected, found the information given us to be correct and informed the property owner, who repaved the sidewalk. MCPD Recreation Report July 2016 Summer Fun programs ended July 15t" 72 children with disabilities were included this year. The Recreation Ad- Hoc committee met July 15111. Beach Access Richardson's Update: The construction contract for Richardson's was cancelled. Mobi-Mat Project is in limbo. Under Announcements: Chris Cholas and Daniel Grant -Johnson will receive certificates of appreciation during the Disability Rights Hawaii meeting on July 27, 2016. These certificates were approved by the Committee on the May 18 meeting.
