PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out and submit a request form to the Planning Assistant or Steering Committee Chairperson prior to the completion of each Public Comment portion of the meeting. Comments shall be limited to three (3) minutes per person. APPROVAL OF MINUTES: The Steering Committee will consider the draft minutes of the March 15, 2016 meeting. BUSINESS 1. CDP Planning Process Update: The CDP Planning Team will: a. Summarize public participation during the community review of the Draft CDP b. Summarize community feedback provided during the review c. Review the remaining steps to CDP adoption and opportunities for public input d. Explain how the Steering Committee will make preliminary and final recommendations for CDP revisions based on community feedback. www.cohplanningdept.com Hawaii County is an Equal Opportunity provider and Employer planningkco.hawaii.hi.us 2. Consideration of Proposed Revisions to Draft CDP Land Use Policies: Working from "Review Document #4: Steering Committee Deliberations on Potential Revisions for the January 2016 Draft CDP" and using a decision-making handout, the Steering Committee will consider the following possible revisions to the Draft CDP: a. Refined wording of Policies 1 & 12 b. Adjustments to Policy 1 map boundaries: i. O'okala: expand the Low Density Urban area ii. Laupahoehoe 1. Revise the mix of coastal Open and Agriculture areas; 2. Expand the Low Density Urban area mauka of the school iii. Papa'ikou Point: affirm the designations in the January 2016 Draft CDP iv. Hakalau Point: revise the Open and Industrial areas in the proximity of Hakalau Point to be more consistent with current General Plan (2005). Break 3. Consideration of other Proposed Revisions to the Draft CDP: Working from "Review Document #3: Proposed Revisions & Additions for the January 2016 Draft CDP," the Steering Committee will consider the following possible revisions to the Draft CDP: a. Section 3: Refinements to Land Use Policy 4 and County Action Policies 13 and 14 b. Section 4: Refinements to County Action Policies 19, 48, and 100 and Community Action 6; a new Kokua Action related to the Ala Kahakai National Historic Trail; and a new Community Action related to ahupua'a signage. c. Section 5: Refinements to County Action Policies 65 and 72; new County Action Policies related to prioritization of infrastructure improvements, wastewater system design, park program outreach and walking paths; and a new Community Action related to littering and illegal dumping. d. Section 6: Refinements to County Action policies relating to improving County agricultural capacity, evaluating minimum distances stipulated in the Zoning Code Section 15-5-72(a)(17), development of underutilized county parcels to be used for community purposes. Also included are refinements to Community Action 44 and proposed new Community Actions encouraging coordination between community groups interested in the Lower Hamakua Ditch issues and in developing community gardens. 4. Introduction to the Minor Edits to the Draft CDP: Working from "Review Document #2: Proposed Minor Edits for the January 2016 Draft CDP," the Steering Committee will consider the following possible revisions to the Draft CDP: a. Section 3: Minor refinements to Land Use Policy 7; b. Section 4: Delete County Action Policy 20 as obsolete; minor refinements to County Action Policies 50, 51, 52, and 54, Community Action 15, and Kokua Action 24. c. Section 5: Minor refinements to County Action Policy 100 and 101. d. Chapter IV: Community Action Guide: Potential partner additions to the guide (note: the Community Action Guide is not part of the CDP that will be adopted as an ordinance). 5. Next Steps a. As needed, Steering Committee members review proposed revisions independently and let the CDP Planning Team know if they think any topics not yet discussed merit deliberation. b. ANNOUNCEMENTS ADJOURNMENT NOTE: Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961- 8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawaii County Code).
