HomeMy WebLinkAbout2016.9.2 DOC4 HCDP SC Deliberations on Potential RevisionsSteering Committee Review of Community Input, September 2016 Review Document 4 of 4 HAMAKUA COMMUNITY DEVELOPMENT PLAN (CDP) Review Packet Document #4 of 4: Steering Committee Deliberations on Potential Revisions To be considered by the Steering Committee starting in September 2016 Note: From March 15 through June 15, 2016, the January 2016 Draft of the Hamakua Community Development Plan (CDP) was available for public review and comment. The CDP Planning Team preliminarily flagged comments for potential follow-up into the following categories: ■ No Change: These comments do not require revisions either because they address issues already covered within the January 2016 Draft CDP, are addressing issues outside the scope of the CDP, or are inconsistent with established Community Objectives. (Included in Review Doc. #1) ■ Minor Edits: These comments make suggestions for improving formatting or policy wording, and are generally non -substantive edits to the CDP. (Included in Review Doc. #2) ■ Revisions: These comments are suggestions for improving the CDP that are consistent with Community Objectives and therefore require Steering Committee review but not necessarily committee deliberation. (Included in Review Doc. #3) ■ SC Deliberation: These comments address issues that reauire Steeriniz Committee deliberation. (Included in Review Doc. #4) All the community feedback and the Review Packet, including the Summary of Comments (Document #1), the Minor Edits (Document #2), the Proposed Revisions & Additions (Document #3), and the Steering Committee Deliberations (Document #4) are located online at www.hamakuacdp.info. This document is Steering Committee Deliberations, Document #4 Next Steps: Over a series of meetings, the Steering Committee will consider this input and make final recommendations. All Steering Committee meetings are open to the public, and public comment is always welcome. Only after the Steering Committee is satisfied that the CDP truly reflects community preferences will it recommend that the CDP be adopted by the County Council. HAMAKUA COMMUNITY DEVELOPMENT PLAN (CDP) I Revision Doc. #4 Steering Committee Review of Community Input, September 2016 Review Document 4 of 4 Steering Committee Deliberations on Revisions Section 3: Preferred Land Use & Settlement Patterns Rationale: To be discussed with Steering Committee. Additional rationale will be reviewed at the September 10th, 2016 Steering Committee Meeting. 1. Revise Land Use Policy 1: "With the adoption of the Hamakua CDP, Figures 2-13 (pages 38-49) are adopted as the official Land Use Policy Map for the Hamakua CDP Planning Area. To maintain consistency, the land use category definitions used in the maps are identical to those currently used in the 2005 General Plan LUPAG map. Future land use decisions in the Hamakua CDP planning area shall be consistent with the Land Use Policy Map mss; de€i„+t+ens and pelieles heFe ^. See also Policy 12 for the County Action that aligns the CDP Land Use Policy Map with the General Plan." 2. Related Revision: Policy 12: "Amend the General Plan to reflect the following changes: ■ The Land Use Pattern Allocation Guide should be consistent with to e^^{^.r^^ to the official Hamakua CDP Land Use Policy Map. If the definitions of land use designations in the General Plan are revised, the following factors should guide land use designations in the Hamakua Planning Area: Factor 1: Minimize new coastal development. Factor 2: Minimize encroachment onto core agricultural lands. Factor 3: Align with State Land Use District Boundary. Factor 4: Align with County zoning. Factor 5: Accommodate projected population growth. Factor 6: Align with infrastructure — Potable Water. Factor 7: Align with infrastructure — Roadway Network. Factor 8: Align with infrastructure — Wastewater. Factor 9: Ensure that commercial designations are appropriate — (MDU). Factor 10: Ensure that industrial desienations are appropriate and consistent. More details on these factors can be found in the CDP Rationale section of the CDP. (Papa'ikou, Laupahoehoe-Papa'aloa and Pa'auilo should no longer be identified as LUPAG Industrial areas)." 3. Revise Land Use Policy 1 Proposed LUPAG Maps: a. 0'6kala: Present options to the Steering Committee on the input received on O'6kala: Option 1: Maintain the LUPAG designations as shown on the January 2016 Draft. Option 2: Revise parcel 3-9-001:023 to be designated LUPAG Low Density Urban. b. Laupahoehoe/Papa'aloa: Present options to the Steering Committee on the input received on Laupahoehoe/Papa'aloa: Area - Laupahoehoe Coastline -Agriculture: i. Option 1: Maintain the LUPAG designations for parcel 3-5-004:003 as shown on the January 2016 Draft. ii. Option 2: Revise parcel 3-5-004:003 to be split between Open along the coast as shown in the current General Plan (2005), and the rest of the parcel to LUPAG Agriculture. Area — Laupahoehoe Mauka of School: iii. Option 1: Maintain the LUPAG designations mauka of the Laupahoehoe School as shown on the January 2016 Draft. iv. Option 2: Revise the area mauka of the Laupahoehoe school to be included in the LDU designation as follows — include: 3-5-005:0057, 3-5-005:0056, 3-5-005:0055, 3-5-005:0054. Area — Laupahoehoe/Papa'aloa Coastline Open: v. Option 1: Maintain the LUPAG designations along the Laupahoehoe/Papa'aloa coastline as shown on the January 2016 Draft. vi. Option 2: Revise the LUAPG Open Shoreline area along the coastline to be consistent with the Open area as shown in the current General Plan (2005). c. Papa'ikou: Confirm the January 2016 CDP LUPAG map designations for Papa'ikou Point d. Hakalau Point: Present options to the Steering Committee on the input received on Hakalau: Option 1: Maintain the LUPAG designations for the coastal parcels of Hakalau Point as shown on the January 2016 Draft. Option 2: Revise the Open Shoreline area along the coastline to be consistent with the Open area as shown in the current General Plan (2005). Revise the LUPAG Industrial designations (as shown on the Community Review Draft of 2016) to be consistent with the current General Plan (2005) for parcels 2-9-020:079 and 2-9-020:081.
