PUNA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
DATE: Tuesday, September 13, 2016
TIME: 3:00 p.m. — 6:00 p.m.

ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on July 12, 2016.
BUSINESS:

1. Update on the Puna Regional Library: The State Librarian and staff will do a brief update on
the project to build a new library in the Puna region. The AC may have discussion on the
presentation and on potential library sites as appropriate. (30 min)
2. Update from the Connectivity and Emergency Response Subcommittee (CERS) (Patti
Pinto, Farris Etterlee, June Conant)(Marlene Hapai): The purpose of the CERS is to follow the
vision and the mission of the PCDP in implementing connectivity actions related to the overall
theme of health and safety. Members of the subcommittee will inform the AC on their recent
activities, which are reflected in two communications:
— Communication No. 2016-23, July Subcommittee Meeting Minutes, which include a
discussion on South Lauko Road as a 2 -lane paved road which could provide connectivity,
emergency response, and safe routes to school. Additionally, an update on the
environmental assessment for three roads leading from Fern Acres to Highway 130 was
provided to the subcommittee by Geometricians.
— Communication No. 2016-24, August Subcommittee Meeting Minutes, which include a
discussion on inter -subdivision connectivity as it relates to neighborhood watch. (15 min)

3. Update from the Pahoa Regional Town Center Plan Subcommittee (PRTCPS) (Larry
Brown, Patti Pinto, Elmer Solis)(Mark Hinshaw): The purpose of the subcommittee is to work
towards developing a regional town center master plan for Pahoa. No subcommittee minutes
are available at this time, so members of the subcommittee will inform the AC on their recent
activities.

4. Update from the Volcano Long Range Plan Subcommittee (VLRPS) (Larry Brown) (Dan
Taylor): The VLRPS is tasked with preparing a Long Range Plan for Volcano. Members of the
subcommittee will inform the AC on their recent activities, which are reflected in two
communications:
- Communication No. 2016-21, August Subcommittee Meeting Minutes, which
include a discussion on distribution of the community survey and decisions to be made
to meet the October 1St distribution of surveys.
Communication No. 2016-22, Draft Survey, the VLRP subcommittee will present the
draft community survey. The AC may have discussion on the survey. (15 min)
5. Update from the Budget Subcommittee (Susan Osborne, Leila Kealoha, Frank Commendador,
Elmer Solis): The Budget Subcommittee is tasked to collect, prioritize, and prepare requests
from the AC to the County for funding necessary to support implementation of the PCDP.
Subcommittee minutes are not available at this time, so subcommittee members will inform the
AC on their recent activities. (10 min)
6. Annual Reporting, Action Planning, and Town Hall Meeting: The AC will have a
discussion on the annual reporting process, action planning, and further discussion on the
purpose and need for a Town Hall Meeting. (15 min)
7. General Plan Workshop Update: AC Members that attended the General Plan workshop will
provide the AC with an overview of the workshop. The AC may discuss the General Plan
update process in regards to the AC.

AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the November 15,
2016 meeting.

If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 —
91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action my
communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
