DRAFT Meeting Minutes
CALL TO ORDER
Chairperson Larry Brown called the Puna Community Development Pla^(PCD Action Committee
(AC) to order at 3:00 p.m. in the Pahoa Neighborhood Facility. The following persons were present:
Action Committee: Elmer Solis, Frank Commendador, June Conant, Larry Brown, Leila Kealoha, Patti
Pinto, and Susan Osborne. Farris Etterlee was absent.
Staff. Hans Santiago — Puna CDP Project Manager and Keiko Mercado — Puna CDP Planning
Assistant.

Patti announced that there will be a CcTmmunity Emergency Response Team (CERT) basic
training course on October 8, 15, 22, & 29 at the Kea`au Community Center from 8:30am —
4:30pm. This training will provide you with knowledge and skills to prepare for and properly
respond to an emergency lmcting yourself, your family and/or your community. Classes are
free.
Larry announced that contralo his announcement at the previous AC meeting, he will be
present for the September Action Committee meeting.
PUBLIC TES ONY: One person signed up to testify and chose to testify at the time of the agenda
item.
APPROVAL OF MINUTES:
Patti moved to approve the minutes of t ay 10, 2016 meeting as submitted. Second by Elmer. The
motion to approve the minutes a subm tted passed with 5 votes aye, 0 votes nay, and I vote to abstain.
NEW BUSINESS:
1. Update on the General Plan Comprehensive Review:
April Surprenant and Ron Whitmore of the Planning Department shared a brief update on the
General Plan Comprehensive Review process. There are five phases of the review process and
currently we are about midway through phase two. Scenario Planning Workshops will take

place August 23 — 26 throughout Hawaii Island. There will be two identical Public Forum
Workshops:
• Tuesday, August 23, from 6-8:OOpm, County Council Chambers, Hilo
• Thursday, August 25, from 6-8:O0pm, County Council Chambers, Kona
You may also participate at our remote sites:
Waimea Community center on August 23 & 25
Pahoa Neighborhood Facility on August 23 & 25
Nd'dlehu Community Center on August 23 & 25
Kona Council Chambers on August 23
Hilo Council Chambers on August 25
Technical Workshops are by invitation only and will take pace on ednesday, August 24 in
Hilo and Friday, August 26 in Kona. Invitations for Action Committee members are

2. Reports from the Connectivity and Emergency Response Subcommittee (CERS):
Communication No. 2016-16, 2016-18, 2016-18.1, and 2016-18.2:
Marlene Hapai and Patti Pinto presented the Action Committee with the CERS Annual Report
as well as supporting documents (Upper Puna Connectivity and the Ad Hoc report). Marlene
and Patti both emphasized the remarkable collaborative effort that was put forth to create this
report. Hopefully this process can serve as a model for other communities as they begin to
work on their own co vity projects. IT JV
Susie moved to accept the report of the CERS including communications 2016-16, 2016-18 and
2016-18.1. Second by Frank. iflotion passed with 6 votes aye and 0 votes nay.
CERS meets at 2:OOpm on the fourth Tuesday of every m6mh at Kea`au Community Center.

3. Report of the Pahoa Regional Town Center Plan Subcommittee (PRTCPS):
Patti updated the AC on the recent activities of the PRTCPS including the Luquin's Parking lot,
which is now in escro The subcommittee is encouraging Pahoa Main Street to organize
community meetings order to gather feedback from Pahoa residents and other neighboring
communities on w t they would like to see happen on this property. Nadia Malloe
(Councilman P ka's Office), Ben Ishii (Dept. of Public Works) and Kurt Inaba (Dept. of
Water Supply) were in attendance at the request of Councilman Paleka and offered insight on
the options being explored and the potential complications. Mr. Ishii explained that DPW
would need a solid plan, i.e. location of restrooms, prior to paving the lot. Nadia has done
some research regarding the operation of farmers markets on County property and she believes
that if Pahoa Main Street comes up with a well thought out plan answering all the questions
that Parks & Recreation would have regarding use, management, maintenance, revenue, etc.,
that would be a starting point for conversation with P&R. Mr. Inaba confirmed that there is
currently no water service to the property but that a meter could be installed on the road

fronting it. He encouraged whoever is detailing the layout of the property, i.e. the location of
the bathrooms, be conscious of where and how far the water line would need to be.
The PRTCPS also submitted an inquiry with the Catholic Church to see if they would be
interested in donating a 14 acre piece of property. The church declined, but indicated they
would be interested in selling it to HOPE Services. HOPE Services does not have the funds for
this, so other options are being explored.
The Design Review Committee has had their first meeting, they will do a test run on Gilbert
Aguinaldo's medical facility plans to ensure the questionnaire etc.w rks. They are ready tc
work.
Susie moved to accept and file Communication No. 2016-14. Second by June. Motion passed
with 7 votes aye and 0 votes nay.

4. Update from the Volcano Long Range Plaommittee (VLRPS):
Larry shared that the subcommittee has refineIth itquestionnaire, and will being Survey
Monkey. The subcommittee hopes to initiate the survey soon.
5. Update from the Mass Transit Smmittee (MTS): No Report.
Public Testimony:
Tiffany Kai, Mass Transit Administrator, %share a they aNworng on the execution of a
contract with the consultant for the Mass Transit Master Plan and they are anticipating an
August 1, 2016 start date. Paratransit services began July 1st complementing the intra Hilo and
intra Kona fixed routes. Applications are available online at http://www.heleonbus.oW,//. Ms.
Kai intends to attend the September 13, 2016 ction Committee to provide another update
relating to the Mass Transit Master Plan.
6. Update from the Budget Subcommittee:
Susie informed the AC that their first sub mmittee meeting focused on reviewing the Puna
related CIP items that were going to lapse. Additionally, the subcommittee cross referenced the
00 CIPS submitted by theC with CIPS submitted by other departments or Councilmembers.
Action Committee mem rs were encouraged to submit any new CIP requests to the Budget
Subcom ittee.
7. Communication No. 2016-15, Puna Regional Library Invitation:
Frank invited Stacey Aldrich, State Librarian to attend an AC meeting to share information
regarding the Puna Regional Library. He informed the AC that he has not yet heard back from
the State Librariprt.
June moved that Hans work with Larry and Frank to draft a formal invitation to the State
Librarian, inviting her to the September 13th AC meeting. Second by Susie. Motion passed
with 7 votes aye and 0 votes nay.

Frank proposed that an amendment be made, expanding the current Mt. View Community
Village Center Boundary to include all land area bordering both sides of S. Lauko Road up to
Puhala Street. After much discussion on the proposed area, the needs and wants of the
community, and the benefits and disadvantages for the community, the Action Committee
decided to postpone requesting an amendment to the CDP and take these thoughts to the
upcoming general plan workshops to explore the feasibility.

Operating Guidelines of the Puna Community Development PI #ction Committee:
Larry touched on some of the PCDP operating guidelines, encouraged A members to
familiarize themselves with the guidelines and reminded them how important it is for the
Planning Department and the Action Committee to be on the same page. The Action
Committee discussed several items in the guidelines, including the annual town meeting,
broadening community awareness, and subcommittees. Itemg that need to be further discussed
will be agendized on the September 13th agenda.
