Each meeting will focus on specific topics, and the goal is to conclude each meeting with preliminary decisions about CDP revisions. The preliminary decisions from each meeting will be considered together at a final meeting, which will conclude with the Steering Committee recommending a revised version of the Hamakua CDP for approval. It is anticipated that this will be the last meeting during which preliminary decisions will be made and that the following meeting will be the final Steering Committee meeting. Review documents referenced on this agenda can be found on the Hamakua CDP website at: http://www.hawaiicountycdp.info/hamakua-cdp/steering-committee-review-of-community-input AGENDA CALL TO ORDER ROLL CALL ANNOUNCEMENTS MEETING OVERVIEW: Steering Committee Vice Chair Farrah -Marie Gomes will provide an overview of the meeting, including an overview of the purpose and scope of the CDP, the roles of the Steering Committee, and the meeting agenda. PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out and submit a request form to the Planning Assistant or Steering Committee Chairperson prior to the completion of each Public Comment portion of the meeting. Comments shall be limited to three (3) minutes per person. Consideration of Proposed Revisions to Draft CDP Land Use Maps (Policy 1): Using decision-making handouts, the CDP Planning Team will facilitate a discussion by the Steering Committee geared toward preliminary decisions about potential revisions in the CDP land use policy maps. The Steering Committee will consider: a. Re -affirming map revisions agreed upon during the September 10 meeting (refer to the maps included with the minutes of the September 10 meeting): O'okala 1. Expand the Low Density Urban area close to town center (TMK: 3-9- 001:023) 2. Reduce a portion of the Low Density Urban area close to HWY 19 (TMK: 3-9-001:034) ii. Hakalau Point 1. Change the designation of parcels 2-9-002:079 and 2-9-002:081 from Industrial to Open 2. Revise the Open Shoreline area along the coastline to be consistent with the Open area as shown in the current General Plan (2005) (but align the wavering boundary between the Open and LDU areas along the private road on the southern part of the point) b. Map adjustments in Pauka'a: i. Option 1: Maintain the January 2016 Draft CDP agricultural designation for parcel 2-7-003:024 ii. Option 2: Designate parcel 2-7-003:024 LDU c. Any additional land use policy map revisions based on any new information presented. Break 2. Consideration of Other Proposed Revisions to the Draft CDP: Working from "Review Document #3: Proposed Revisions & Additions for the February 2016 Draft CDP," the CDP Planning Team will facilitate a discussion by the Steering Committee geared toward preliminary decisions about the following possible revisions to the Draft CDP: a. Section 3 Preferred Land Use & Settlement Patterns: i. Refinements to Land Use Policy 4 and County Action Policies 13 and 14. b. Section 4 Protect and Enhance Natural & Cultural Resources: i. Refinements to County Action Policies 19, 48, and 100 and Community Actions 6, 11; and a new Kokua Action related to the Ala Kahakai National Historic Trail. c. Section 5: Strengthen Infrastructure, Facilities, and Services: i. Refinements to County Action Policies 65, 72, ; new County Action Policies related to prioritization of infrastructure improvements and wastewater system development, park program outreach, and walking paths. Section 6 Build a Sustainable, Local Economy: New County Action policies relating to improving County agricultural capacity, evaluating the Zoning Code Section 15-5-72(a)(17) relating to agricultural uses such as beekeeping, developing underutilized county parcels for community purposes, and refinements to Community Action 44. Also a proposed new Community Action addressed to community groups interested in the Lower Hamakua Ditch issues, and a Community Action promoting community gardens. e. Other substantive CDP revisions that merit consideration based on any new information presented. 3. Affirmation of Minor Edits to the Draft CDP: Working from "Review Document #2: Proposed Minor Edits for the January 2016 Draft CDP," the CDP Planning Team will facilitate a brief discussion by the Steering Committee geared toward a preliminary decision to affirm all non - substantive edits to the Draft CDP. 4. Next Steps a. Schedule an additional meeting to consider revisions, if needed. b. Schedule a meeting to make the final recommendation of a revised version of the Hamakua CDP for approval. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials."
