19 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA

21 PRESENTATION
22 April Surprenant, Head of the Planning Department's Long Range Division, provided
23 the Action Committee with an update on the progress of the General Plan
24 Comprehensive Review being conducted by the Planning Department. April also
25 provided the AC with a preview of the next steps that will be taken in the process,
26 which are a series of public meetings and technical workshops. April introduced the
27 AC to what will be done at the public meetings and technical workshops with the
28 CommunityViz program, a planning/analysis program that is being used for the
29 General Plan Comprehensive Review.

34 Robbie Robertson made a motion to approve, and Julia Alos seconded that motion.
35 All in favor and the motion was carried unanimously.

40 1. South Kohala Traffic Safety Committee - Joel Cohen - written report
41 reviewed
42 2. Staff Member Deanne Bugado provided the AC will information regarding
43 the types of subcommittees which can be created by the AC - Standing or Ad
44 Hoc/Investigative Committees. Standing Committees (Created/Authorized
45 through the rules of the Committee) should handle large and complex issues
46 whereas ad hoc committees (established for a specific and limited function
47 during regular session of Committee) should handle short-term projects.
48 Staff also discussed the requirements/expectations of the types of
49 subcommittees in relation to sunshine law requirements. Standing
50 committees need to post agendas and minutes while ad hoc committees
51 have to follow the 3 meeting process at the AC level (1St meeting establish,
52 2nd or middle meetings reporting and 3rd meeting decision).
53 3. Joel Cohen continued the discussion with the AC on the draft motion to
54 create 2 new subcommittees. Joel and the AC discussed the intentions of the
55 proposed new subcommittees as well the expectations that are being
56 proposed for both. Joel stated that he has not nor will be proposing the
57 motion to create the subcommittees but wanted to bring up for discussion
58 the process and intent of the subcommittees.
59 Joel Cohen made a motion to table further discussion until the 1St meeting in
60 2017 after change in administration has occurred. Robbie Robertson
61 seconded the motion. Motion passed with 6 ayes (Joel, Robbie, Julia, Eddie,
62 Roger and John) and 1 opposed (Dojo).
63 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA
64 Cindy Evans discussed with the AC the possibility of their involvement in the
65 development of regulations for group bike rides/tours. Suggestions were made to
66 start the discussions with the South Kohala Traffic Safety Committee and when/if
67 they are ready to make recommendations the AC can support their efforts.
68 David Tarnas stated that he would recommend that the bike ride/tour
69 regulations/guideline development issue start at the South Kohala Traffic Safety
70 Committee as well as their scope of review includes both state and county roadways
71 whereas the AC is primarily concentrating on County facilities.
72 ANNOUNCEMENTS
73 • Jojo announced that the new Chair of the South Kohala Traffic Safety Committee
74 is James Hustace, that she will volunteer to be the AC's liaison representative to
75 the committee meetings and that there will be a Historic Preservation Standards
76 Seminar hosted by the Historic Hawaii Foundation on 8/16/16 at the Royal
77 Kona Resort (this class is how to preserve and rehabilitate historic places)

Hawai'i County General Plan Review Process FACT SHEET

Hawaii County General Plan Comprehensive Review
GP Explained:
The General Plan is the County's overriding policy document that guides long term
development (local plans, zoning ordinances, infrastructure projects) on Hawaii
Island.
Where:
Hawaii County (the entire Island of Hawaii)
Why:
The General Plan is reviewed every 10 years. The existing General Plan was
adopted in 2005, and much has happened since then.
GP Elements:
The General Plan guides policy on a range of elements including:
• Affordable Housing . Resource Management
• Agriculture . Pedestrian Walkways and Bike Paths
• Climate Change . Public Facilities and Services
• Commercial Enterprise • Public Lands
• Disaster Preparedness . Public Safety
• Environmental Conservation • Roads and Traffic
• Indoor/Outdoor Recreation . Transportation
• Open Spaces and Public Access . Visitor Accommodation
How the Process Works: The County Planning Director and Department review the existing General Plan and
Community Development Plans (CDPs). They also conduct studies and technical
analyses to identify possible amendments based on data and sound rationale.
Throughout the process, County agencies, CDP Action/Steering Committees and the
general public are engaged to solicit input.
The Planning Director develops and submits a draft General Plan to the Planning
Commissions for review, and then to the County Council for final review and
adoption.
CDPs & the General Plan: During the review process, CDPs will be assessed for consistency with the
overarching General Plan. While many CDP recommendations will likely be included
in the General Plan, any differences will need to be reconciled. The General Plan
provides the island -wide vision; CDPs can stay focused on local policies that achieve
the overall vision.

P1: Gather Initial Community Input... February — June 2015
P2: Review Input, Prepare Recommended Amendments... June 2015 — April 2017
P3: Public Workshops, Public Review of Amendments... May — July 2017
P4: Planning Commission Hearings, Recommendations... Aug. 2017 — Jan. 2018
P5: Council Hearings, Readings, Adoption... starting approximately February 2018
