Everyone has a right to share and be comfortable with their own ideas. It's okay to disagree as long as it is done respectfully. If you need to argue, argue the issue and not against a person. One person speaks at a time with no side conversations. Limit distractions by turning cell phones off and not doing outside work during a meeting. Inappreciation of everyone's time, please honor time limits. Counsel for legality Windward Planning Commission review &recommendations Public Hearings County Council review and decision Public Hearings Mayor review and signature FLAIMAICUA COMMUNITY DEVELOPMENT PLAN Review Format Facilitated Discussions of options & proposed revisions; Incremental Preliminary Approval after each item (Reminder: SC originally chose majority -rules process); "Parking Lot" issues not covered or resolved for next meeting; Last SC Meeting: Final Draft Recommendation Goal: The Steering Committee is satisfied that t reflects the community's preferences and votes to recommend Final CDP to County Council CUA COMMUNITY DEVELOPMENT PLAN Role of the Steering Committee in the Review of Community Input Maintain an objective viewpoint throughout the review process; Review community input in context of Community Vision/Objectives and the Draft CDP; Consider the context of input received; Suggest revision of policies as appropriate; CUA COMMUNITY DEVELOPMENT PLAN Honoring the Process: AN* Honor the work that's been done and all of the public input received along the way Values and Vision &Community Objectives Community Profile Workshops Community Review Trust that the CDP process allowed ample time for the community to engage and now is the time to move the CDP forward; Trust that the community input has been accurately summarized Maintain the integrity of the process moving forward At this point in the process, additional input should only be considered if it is: New Verifiable FLAA4AICUA COMMUNITY DEVELOPMENT PLAN Questions so far? low HAMAICUA COMMUNI'T'Y DEVELOPMENT PLAN Consideration of Proposed Revisions to Draft CDP Land Use Policies Steering Committee Deliberations on Potential Revisions IJANLAICUA COMMUNITY DEVELOPMENT PLAN REMEMBER Zoning determines permitted uses � LUPAG is not Zoning LU PAG designations have remained largely unchanged since the 1970's; Changing the CDP Land Use Policy map does not automatically change the General Plan LU PAG designations nor does it change permitted uses Also, changing CDP Land Use designations does not consist of a legal "taking" of development rights; Summary: The CDP is recommending land use policy changes, an adopted CDP does not automatically change the G P LU PAG (G P amendments require further action).
