CALL TO ORDER
Vice Chair Morioka called the meeting to order at 9:00 a.m.

APPROVAL OF AGENDA
Commissioner Gomes motioned to approve the agenda. Commissioner Hendricks
seconded, and it carried unanimously.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (None.)
APPROVAL OF MINUTES
• June 17, 2016, regular session: Commissioner Hendricks motioned to approve the
minutes. Commissioner Gomes seconded, and it carried unanimously.
• June 17, 2016, executive session: Commissioner Hendricks motioned to approve the
minutes. Commissioner Buckman seconded, and it carried unanimously.
POLICE CHIEF'S REPORT ON DEPARTMENTAL ACTIVITIES
(Written reports were summaries.)
• Crime Report: Assistant Chief Tavares reported that up through June 30, there were
8,363 serious crimes, of which 1,962 were investigated by the Criminal Investigation
Units. For the month of June, they had 8,527 calls for service. Hilo had a slight
increase in robberies, and Kona had a decrease. Ka'u had an increase in property

crime, and they have increased presence during first watch. Focus is being placed in
high crime areas.
• Traffic Report: Major Kanehailua reported that in Fiscal Year 2015-16, they had
1,521 traffic crashes, 17 fatalities, and 1,113 DUI arrests. For the month of June,
4,336 citations were issued: 2,873 moving/regulator, 368 seatbelt, 30 child restraint,
and 1,065 speeding.
• Personnel Report: Deputy Chief Ferreira reported having 26 sworn and12 civilian
vacancies. Recognition ceremonies will be held on August 31 for 18 police recruits.
Applicants are being screened for the 85th recruit class. It is difficult to retain school
crossing guards because they only work two hours a day.
• Finance Report: Commissioners reviewed the Fiscal Year 2016-17 Operating
Budget. Deputy Chief Ferreira reported that FY 2015-16 just ended. Balances were
returned. Estimates are lower than actuals because they look at historical data for the
past 5 years.
• Commendations of Sworn and Civilian Employees: Chief Kubojiri reported
receiving 3 commendations since the last meeting.
• Other Departmental Activities: Chief Kubojiri reported that they started a "Coffee
with a Cop" program in South Kohala where they have informal talk session with
community policing and regular beat officers. It was well-received, and they plan to
continue it around the island.
Vice Chair Morioka asked Chief Kubojiri about his goals and accomplishments. Chief
Kubojiri stated that they have a 5 -year plan, a lot of which has to do with increasing
personnel. They need to do catch-up on equipment maintenance such as on the blue
and white police vehicles, although they do not have any money to repair the vehicles.
Vice Chair Morioka thanked Chief Kubojiri for having an officer present during
executive session meetings. Commissioners feel comfortable with this.
Recess was called at 9:45 a.m. The meeting reconvened at 9:52 a.m.
EXECUTIVE SESSION
Commissioner Gomes motioned to meet in executive session to consult with Corporation
Counsel on questions and issues pertaining to the commission's powers, duties,
privileges, immunities, and liabilities; to consider discipline and charges against officers
or employees of the Hawaii Police Department; and to consider sensitive matters relating
to public safety pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter
Section 13-20 (b). Commissioner Hendricks seconded, and it carried unanimously.

ACTION ON EXECUTIVE SESSION MATTERS
• Consideration and Investigation of Complaints
✓ HPC 16-09: Commissioner Buckman motioned that there was insufficient
evidence to prove the complainant's allegation of misconduct. Commissioner
Hendricks seconded, and it carried unanimously.
✓ HPC 16-11: Commissioner Hu motioned that there was insufficient evidence to
prove the complainant's allegation of misconduct. Commissioner Gomes
seconded, and it carried unanimously.
✓ HPC 16-19: Commissioner Hu motioned that there was insufficient evidence to
prove the complainant's allegation of misconduct. Commissioner Hendricks
seconded, and it carried unanimously.
✓ HPC 16-24: Commissioner Gomes motioned that there was insufficient evidence
to prove the complainant's allegations of misconduct. Commissioner Buckman
seconded, and it carried unanimously.
✓ HPC 16-28: Commissioner Hendricks motioned to refer the complaint to the
Police Chief for customer service concerns as discussed in executive session.
Commissioner Hu seconded, and it carried unanimously.
ANNOUNCEMENTS
• Vice Chair Morioka announced that the Police Commission's next monthly meeting
will be on Friday, August 12, 2016, at 9:00 a.m., Waimea Community Center, Parks &
Recreation, 62-1260 Kawaihae Road, Kamuela, Hawaii.
