Members Present: Theresa L. Andreae, Fanny Collins Au Hoy, Phil A. Davis, Stephen H. Herbert, Cynthia L. Hope, Sally Marone, David M. Ross and Riley M. Saito 2. Others Present: Planning Director – Christopher Yuen 3. Public: None 4. Staff Present: Bennett Mark, Rosalind Newlon and Noriko Sauer ADMINISTRATIVE MATTERS 1. Minutes of the Meeting of January 9, 2007 It was moved by Commissioner Marone and seconded by Commissioner Au Hoy that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. 2. Correspondence & Reports Mr. Mark handed the Commissioners his memorandum of January 23, 2007, regarding the Kailua Village Design Commission vacancies, and requested their assistance in the recruitment efforts. ANNOUNCEMENT th Mr. Mark announced that the meeting scheduled for February 13 has been cancelled since there were no applications as of the due date, and added that the election of officers will be on the agenda of the next meeting thereafter. UNFINISHED BUSINESS None. NEW BUSINESS 1. PLANNING DIRECTOR – Briefing and General Discussion of Planning Issues with Commissioners 1 Director Yuen thanked the Commissioners for their services, and commended for their efforts to work from the set guidelines as evidenced in the recent meeting minutes. Director Yuen summarized zoning, land use and building trends on the island, and distributed to the Commissioners his letter of December 22, 2006, to the Planning Committee regarding the overall development trends. Topics included the number of new residential units authorized by building permits, the areas with higher levels of building permit activity (e.g. Hawaiian Ocean View Estates, Hawaiian Ranchos and Paradise Park), the recent zoning activities in the Kailua-Kona area, the cyclical pattern of development on the island, and the Community Development Plan project. He added that the County has been trying to get properties rezoned for residential development, tied with affordable housing requirements, to provide housing opportunities in the Kailua- Kona area. Affordable housing in the Kailua-Kona area is needed, since a large working population has been moving far away from where jobs are located for mostly economical reasons, which pattern worsens traffic congestion and is not working. Prompted by the Commissioners’ questions, Director Yuen went over affordable housing issues, such as the basic requirements, incentives for developers, and the status and challenges of certain projects as an example. In response to the Commissioners’ inquiries, Director Yuen informed them of the pending road projects in the Kona district and the status of each one, including Hienaloii Road, Kealakaha Street, Alii Parkway, Mid-Level Road, Hokulia Bypass, the Napoopoo junction and the Queen Kaahumanu Highway expansion. He mentioned that there is a road plan document called “County Road Action Plan, August 2006”, which illustrates the overall road plan, as well as different projects and their timetables.
