WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />OCTOBER 6, 2016 <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Gregory Henkel, Joseph Clarkson, Donald Ikeda, Myles <br />Miyasato, and Raylene Moses. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Duane Kanuha (Planning Director), Molly Stebbins (Corporation Counsel <br />for the Windward Planning Commission), William Brilhante (Assistant Corporation Counsel for <br />the Planning Director) (from 9:04 a.m.), Malia Ho (Deputy Corporation Counsel), Jeff Darrow <br />(Staff Planner), Maija Jackson (Staff Planner), Christian Kay (Staff Planner), and Sarah <br />Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and <br />staff to members of the public, and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: KATHRYN TYDLACKA (Amend SPP 14-172) <br />Request to amend Special Permit No. 14-172 to increase permitted enrollment at the Ka`u <br />Learning Academy public charter school from 65 students to 100 students and to allow for <br />related facility improvements to accommodate the increase in enrollment. Special Permit <br />No. 14-172 was originally approved to allow the establishment of a public charter school and <br />related uses with a maximum enrollment of 65 students within the former Discovery Harbour <br />Golf Course clubhouse which is situated on 3.69 acres of land within the State Land Use <br />Agricultural District. The property is located at 94-1581 Kaulua Circle, Discovery Harbour <br />Subdivision, Unit I, Ka'u, Hawaii, TMK: 9-4-001:019. <br />Chair Henkel announced that this hearing had been continued at the request of the Applicant. <br />2. APPLICANT: PAUL OGASAWARA (REZ 16-207) <br />Application for a Change of Zone from a Single -Family Residential —10,000 square feet <br />(RS -10) to a Village Commercial — 10,000 square feet (CV -10) zoning district for <br />approximately 29,837 square feet of land.
