Introduction of newly confirmed Action Committee members: Yumi Kawano, Teresa Reveira,
Michael Bernard
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on September 13, 2016.
BUSINESS:

1. Update from Mass Transit Agency: An update will be provided to the Action Committee on
the status of the Mass Transit Master Plan. (10 min)
2. Update from the Connectivity and Emergency Response Subcommittee (CERS) (Patti
Pinto, Farris Etterlee, June Conant) (Marlene Hapai): The purpose of the CERS is to follow the
vision and the mission of the PCDP in implementing connectivity actions related to the overall
theme of health and safety. Members of the subcommittee will inform the AC on their recent
activities.

3. Update from the Pahoa Regional Town Center Plan Subcommittee (PRTCPS) (Larry
Brown, Patti Pinto, Elmer Solis) (Mark Hinshaw): The purpose of the subcommittee is to work
towards developing a regional town center master plan for Pahoa. No subcommittee minutes
are available at this time, so members of the subcommittee will inform the AC of their recent
activities. Additionally, the AC may provide guidance to the subcommittee on potential
meetings with Mayor -elect Harry Kim to discuss Puna CDP priorities. (20 min)
4. Update from the Volcano Long Range Plan Subcommittee (VLRPS) (Larry Brown) (Dan
Taylor): The VLRPS is tasked with preparing a Long Range Plan for Volcano. Members of the
subcommittee will inform the AC on their recent activities, which is reflected in the following
communication:
Communication Nos. 2016-26 & 27: Final Draft of the community survey and a
summary of the results of the survey which was concluded on October 15, 2016.

5. Communication No. 2016-28: DRAFT Puna CDP Sixth Annual Report: The AC will
review, make changes as necessary, and approve the draft Annual Report. (30 min)
6. Communication No. 2016-29: 2016-2017 Action Committee Meeting Schedule: The AC
will review, make changes as necessary, and approve the 2016-2017 Action Committee
meeting schedule.

7. Recognition of Outgoing Action Committee Members: Certificates of Appreciation will be
presented to outgoing Action Committee Members to recognize their outstanding commitment
and participation as Action Committee members. (20 min)

the respective year that it was received. The communications may also be requested from the Planning

AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the January 10, 2017
meeting.
