North Kohala Community Access Group
September 7, 2016 (Old Courthouse 4:30pm)
Participants: Jack Hoyt, Toni Withington, Carter Collins, David Tarnas, Beth Robinson, Teri Takata,
Rick Gmirkin, Keith Wallis, Dave Richardson, Margot McFedries Mary Hon, Ted Hon, Joe Carvalho,
Ted Matsuda.
Pololu (Old Mule Station)
SMA use Permit for commercial activity has been issued.
There is no county water at this site.
Action Committee on parks, water, & roads is doing a survey of nearby residents on what they
want & what are the issues.
This group will help them with understanding what the community wants for the Lookout.
Akoakoa Point
Aldridge said that they are still waiting on the contract from Kamehameha Schools to do
restoration.
Keokea (Nuilii)
We should meet with Kohala Center about ocean access.
Hapu’u – Kapanaia
This area is #1 on the PONC list.
The 2016 rankings for the PONC list is due this month,
Vandalism – people cut the fence on the Hon’s property and the Hale O’Kaili Heiau
ATV’s were riding over the Heiau.
Squatters are all along the coastline
We should send a letter to Misty Kai owners to authorize the Police department to remove
the campers.
Halelua
Vipassana wants to list this parcel for sale, but is working with us to get public purchase.
We sent a letter to the planning department to recommend that 1 section of the Grant of Public
Access Easement was too steep
This issue is the landowner’s responsibility to change it or not.
Kauhola Point
GOE over old Halaula Mill Road.
What is the status of the GOE & our recommendations? – Need update from the Planning
Department.
Pahoa Beach
We need update from the county Planning Department.
Upolu Airport East
The county wanted to move the parking lot closer to the ocean, but it is now the landowner’s
decision.
We need update from the county Planning Department.
Upolu Airport Restoration
Need to replace the posts for some signs.
The native plants are growing fine.
The soil conservation dams are working fine.

Puakea Bay Ranch
Na Ala Hele advisory council next meeting will be in Waimea.
We’ll get the date & time later.
The Na Ala Hele trail easement has not been turned over to Na Ala Hele and should be
finalized soon.
Lamalaloa - South of Lapakahi

Kaiholena
Ala Kahakai Trail NPS has applied for a ROE (right of entry) with the county.
Kohala Lihikai applied for PONC stewardship funds.
Kaupalaoa (South of Kaiholena)
Is located south of Kaiholena north of Mile marker 10, with state lands on both sides
It has 64 acres with lots of cultural sites (Kipi Village)
It is listed on the market, and has 2 parcels because of a CPR.
The Kohala Open Space groups are working to purchase it.
Kohala Shoreline LLC
Need update from Planning Department.
The Environmental Assessment is still under review at PD.
Kohala Kai
The conservation easement is still in negotiations with Alakahakai Trail Association , NPS &
the landowners.
Kohala Waterfront
Need update from Planning Department.
o The homeowners association will have to submit a proposal to move the trail to a safe
location.
