WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />NOVEMBER 3, 2016 <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawaii, Aging and Disability Resource Center Training Room, 1055 Kino`ole Street, Hilo, <br />Hawaii, with Chairman Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Gregory Henkel, Donald <br />Ikeda, Myles Miyasato, and Raylene Moses. <br />ALSO PRESENT: Duane Kanuha (Planning Director), Malia Ho (Deputy Corporation Counsel <br />for the Windward Planning Commission), Daryn Arai (Planning Program Manager), Jeff Darrow <br />(Staff Planner), Maija Jackson (Staff Planner), and Sarah Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and <br />staff to members of the public. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: EDMUND C. OLSON TRUST NO. 2 (REZ 16-211) <br />Application for a Change of Zone from Agricultural -20 acre and Open zoning districts to a <br />Family Agricultural -1 acre (FA -la) zoning district affecting a total of approximately 39.68 <br />acres of land. The contiguous subject parcels are located on the east (mauka) side of <br />Wainaku Street, approximately 620 feet north of its intersection with `Amauulu Road, <br />Pu`ueo , South Hilo, Hawaii TMK: 2-6-008:026 and 027. <br />At 9:01 a.m., Chair Henkel announced that Item No. 1, as well as Item Nos. 4, 5, and 7, had been <br />continued. <br />2. APPLICANT: TRAM NGO (REZ 16-212) <br />Application for a Change of Zone from Single Family Residential -10,000 square feet <br />(RS -10) to General Commercial -10,000 square feet (CG -10) zoning district for 16,911 <br />square feet of land. The subject property is located on the west side of Kilauea Avenue <br />approximately 90 feet south of the West Lanikdula Street- Kilauea Avenue intersection, <br />Waiakea Houselots 2nd Series, South Hilo, Hawaii, TMK: 2-2-025:012. <br />The Commission took this item up at 9:01 a.m. with 6 people from the public in attendance. <br />(SEE EXHIBIT A) <br />Chair Henkel called a recess at 9:27 a.m., and the meeting was reconvened at 9:36 a.m. <br />Page 1 of 4 <br />Windward Planning Commission <br />November 3, 2016 Minutes <br />
