PCDP Subcommittee on Connectivity and Emergency Response
Meeting — November 22, 2016 - Keaau Community Center - 2:00 p.m.
MINUTES
Call to Order: 2:00 p.m.
Call for Approval of Minutes for September 27, 2016: Minutes approved as circulated.
Present: Jon Olson, Anita Owen, John Owen, Linnette Quadie, Rusty Jones, Patti Pinto,
Hannah Hedrick, Marlene Hapai, Chair
Old Business:
• Update on Forwarding of Puna Connectivity Ad hoc Committee Report
to full County Council:
Ad Hoc Committee Report presented to full Council by power point by
Marlene Hapai and Patti Pinto as committee representatives at Aupuni
Chambers on October 4, 2016. On October 19, 2016 report voted upon by
Council and approved.
• Update on Environmental Assessment of Upper Puna roads intersecting
Highway 11:
Those present that attended the public presentation given by Geometricians
commented that the EA was very well done, containing some of the best maps
for the area seen to date and included important historical and cultural aspects
of the Upper Puna area. Information passed on regarding the presentation
included the following: Ron Terry of Geometricians stated Psyzch Road
would cause the least number of problems to construct; South Lauko would be
very expensive, but is still an important connectivity location; Puhala to
Kopua Rd may be the first to be put in. A Department of Defense attendee
was very supportive of the use of Bailey Bridges for this area.
New Business:
• Open Discussion on Topics of Concern to CERS members and others in
attendance:
1) Harry Kim very concerned about Emergency Response
2) Jon Olson mentioned a new report to Civil Rights regarding the level of
service in Puna has been submitted built on the 1998 complaint
3) Discussed definition of County Road Standards and need for additional
traffic counts versus using Census counts to verify Highway 11 usage
4) Linette Quadie of Hawaiian Acres Road committee reported Hawaiian
Acres had received a letter from Public Works stating the need for them to
bring down Albezia trees or the County will charge to have this done. She
stated Hawaiian Acres does not have the money to do this and felt this
would be a concern for other associations as well.
5) Hannah Hedrick presented and submitted a Request for SUPPORT of
developing connectivity location specifications and moving forward with
Fern Forest/Eden Roc. She stressed the need to focus on connectivity in all
ways and get all associations to work together on this issue.
