PUNA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE

ADDITIONS TO THE AGENDA:
ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on November 15, 2016.
BUSINESS:
1. Presentation from Public Access, Open Space and Natural Resources Preservation
Commission (PONC): Representatives from PONC shall provide the Action Committee with a
brief presentation about the Commission and nomination of properties by the public for 2017.
2. Review of the PCDP Implementation Table and Action Committee Annual Schedule:
Planning staff will present a PCDP implementation table and updated Action Committee annual
schedule for AC consideration.
Response to Communication No. 2016-34: Report of Puna Community Leaders
Meeting: The AC will also discuss the report of the November 19, 2016 community
meeting and its alignment with the PCDP and consider a draft response letter for
approval.

3. Approval of 2017 Subcommittees of the Action Committee: The Action Committee will
discuss the advantages and disadvantages of different types of subcommittees and establish the
2017 subcommittees, their purpose, and their AC representatives.
4. Election of Chair and Vice -Chair: The Action Committee will nominate and elect a new
Chair and Vice -Chair to serve during the 2017 calendar year.
COMMUNICATIONS NOT REQUIRING ACTION
1. Update from the Connectivity and Emergency Response Subcommittee (CERS) (Patti
Pinto) (Marlene Hapai): The purpose of the CERS is to follow the vision and the mission of
the PCDP in implementing connectivity actions related to the overall theme of health and
safety. Members of the subcommittee will inform the AC on their recent activities, which is
reflected in the following communication:
— Communication No. 2016-33: Update on forwarding of Puna Connectivity Ad hoc
Committee Report to full County Council and an update on Environmental Assessment
of Upper Puna roads intersecting Highway 11.
2. Update from the Pahoa Regional Town Center Plan Subcommittee (PRTCPS) (Larry
Brown, Patti Pinto, Elmer Solis) (Mark Hinshaw): The purpose of the subcommittee is to work
towards developing a regional town center master plan for Pahoa. No subcommittee minutes
are available at this time, so members of the subcommittee will inform the AC of their recent
activities.
3. Update from the Volcano Long Range Plan Subcommittee (VLRPS) (Larry Brown) (Dan
Taylor): The VLRPS is tasked with preparing a Long Range Plan for Volcano. No
subcommittee minutes are available at this time, so members of the subcommittee will inform
the AC of their recent activities.

the respective year that it was received. The communications may also be requested from the Planning
Department by calling (808) 961-8288 or emailing puna o hawaiicounty.gov.
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the March 14, 2017
meeting.

hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action my
communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
