DRAFT Meeting Minutes
CALL TO ORDER
Chairperson Larry Brown called the Puna Community Development Plan (PCDP.) Action Committee
(AC) to order at 3:01 p.m. in the Kea`au Community Center. The follow' g persons were present:
Action Committee: Elmer Solis, Farris Etterlee, June Conant, Larry Brow *la Kealoha, Patti Pinto,
and Susan Osborne. Frank Commendador was absent.

ADDITIONS TO THE AGENDA: NONE
ANNOUNCEMENTS:
1. Hans announced that the State Librarian, Stacey Aldrich, was still accepting feedback on
possible locations for the Puna Regional Library and reminded the Action Committee of their
previous decision to provide feedback as individuals.
2. Larry introduced three new Action Committee Members o will be starting their terms in
2017; MichaAB"ard from Hawaiian Paradise Park, T esa Reveira and Yumi Kawano both
from Volcan3. Larry announveryone was invited to a potluck after the meeting to thank the outgoing
Action Committee members and to welco ichael, Teresa and Yumi.

Elmer moved to approve th mutes %emeeptember 13, 2016 meeting as submitted. Second by
Susan. The motion to approveminutes as submitted passed with 6 votes aye, 0 votes nay, I vote to
abstain (Elmer).

NEW BUSINE
1. Update from Mass T nsit Agency:
Hans shared an update he received from Tiffany Kai, Mass Transit Agency Administrator with
the Action Committee. A contract with SSFM International was executed on July 181h with a
total budget of $500,000. Currently the project team is reviewing requests for services,
complaints, suggestions and other pertinent communications. The MTA has provided studies

and plans relevant to transit. Surveys will be going out in January of 2017 and the public
engagement process will take place approximately in March of 2017. The entire plan should
take 18 months to complete.

2. Update from the Connectivity and Emergency Response Subcommittee (CERS):
Patti updated the AC on the most recent activities of the CER Subcommittee. She mentioned
that there were additional connectivity locations between Hawaiian Ares and Orchidland and
via Ola`a Road to Highway 11 that were included in the Ad Hoc Rep Patti will provide this
information via email to the CDP planning team and the Action Committee. The Ad Hoc
report was passed with full support from the County Council and has been forwarded on to the
Department of Public Works. Patti reminded the other AC members about the importance of
pushing these projects to fruition as the County moves intoew administration.

3. Update of the Pahoa Regional Town Center Plan Subcommit ee (PRTCPS
Patti updated the AC on the recenttivities of the PRTCPS. Complications with the purchase
of the Luquins property continue. owner of the building that was built partially on the
Luquins property has agreed to take the building down by the end of November. There is
another building that was built about 2 feet into the Luquins property and a solution to that is in
the works. There continues to be a need in Pahoa town for parking. The PRTCPS would like
to request that the County leave the Neighborhood Facility parking lot open around the clock.
There will be a community meeting held on Saturday, November 19th at noon, to discuss
priorities in Puna - especially CDP related priorities. The AC decided that Larry and Patti
would attend e community meeting. Mayor Elect Kim will be invited to the January 10th
PCDP AC meeting so that the identified CDP priorities can be shared with him. Chair Larry
Brown advised the Steering Committee that depending on Mayor Elect Kim's schedule, a
spe ' 1 meeting may be needed if he is unable to attend on January 10th
CPS meets at 8:OOam on the first Monda of every month at Luquin's Restaurant in Pahoa. Minutes from

4. Update from the Volcano Long Range Plan Subcommittee (VLRPS):
Dan updatede AC on the recent activities of the subcommittee, sharing that the survey
developed b VLRPS was made available to community members both online and in hard
copy from Oct r 1St through October 21St. A total of 287 surveys were completed, containing
valuable information relating to the desires of the Volcano community. The results of the
survey were encouraging and strongly endorsed the Volcano Long Range Plan. Dan stressed
the need for additional help from professionals and the Planning Department in order to move
forward with the Volcano Long Range Plan.
VLRPS meets at 7:OOpm on the third Thursday of every month at Cooper Center in Volcano. Communication

5. Communication No. 2016-28: DRAFT Puna CDP Sixth Annual Report:
Patti moved to approve Communication 2016-28, the Draft Puna CDP Sixth Annual Progress
Report. Second by Elmer.
Discussion ensued revealing the following suggested amendments to the Draft Report:
• Remove HPP Fire Station Replacement if the CIP has lapsed
• Add Oshi as Champion to Pohoiki Swimming area, Isaac Hale Beach Park Expansion,
and Highway 132 Road Shoulder repair, widening & clearing
• Add Sharon as Champion to Kurtistown Park Improvements
• Add Rene as Champion to Apa`a Street Improvements
Patti made a friendly amendment to allow Hans to make the necessary revisions to the Draft
Puna CDP Sixth Annual Progress Report and publish the document when the edits are
complete. Second by Elmer. Motion passed with 7 votes aye and 0 votes nay.

6. Communication No. 2016-29: 2016-2017 Action Committee Meeting Schedule:
Hans asked AC members to review the proposed 2016-2 Action Committee Meeting
Schedule. The schedule is meant t a living documen can be adjusted to fit the needs
of the Action Committee.Oh—

7. Recognition of Outgoing Action Committee Members:
Hans presented June and Farris with Certificate from Mayor Kenoi and leis. He thanked them
for all of their hard work on the Action -Committee and their respective subcommittees. Larry
also thanked both June and Farris for their commitment to the Action Committee and their
community. In closing, Leila le the AC in an oli mahalo (gratitude chant).
