HEARING TRANSCRIPT
DECEMBER 1, 2016
A regularly advertised hearing on the application of GREENWILLMIND, LLC (USE 16-064)
was called to order at 9:02 a.m. in the County of Hawaii Aupuni Center Conference Room, 101
Pauahi Street, Hilo, Hawaii with Chairman Gregory Henkel presiding.
COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Gregory Henkel, Donald
Ikeda, and Raylene Moses.
ABSENT & EXCUSED: Myles Miyasato.
ALSO PRESENT: Duane Kanuha (Planning Director), Malia Ho (Deputy Corporation Counsel
for the Windward Planning Commission), Daryn Arai (Planning Program Manager), Jeff Darrow
(Staff Planner), Maija Jackson (Staff Planner), Christian Kay (Staff Planner), and Sarah
Hata-Finley (Commission Secretary).
And 8 members from the public in attendance.
APPLICANT: GREENWILLMIND, LLC (USE 16-064)
Application for a Use Permit to allow for the establishment of a 2 -bedroom bed and breakfast
establishment within an existing single family residence on 3 acres of land zoned Single Family
Residential -15,000 square feet (RS -15). The subject property is located at
1245 Kaumana Drive, directly opposite of Basque Place and makai of Edita Street in Kaumana,
South Hilo, Hawaii, TMK: 2-5-027:002.
HENKEL: With that, let's proceed with Agenda Item 1 which is Greenwillmind, LLC, USE
16-064, and Christian Kay will be doing the presentation.
KAY: Thank you, Mr. Chair. Good morning. Good morning, members of the Planning
Commission. I hope everybody came in dry today.
As you said, Mr. Chair, the first application is a Use Permit application. This is a location map
of the area. The subject 3 -acre parcel, outlined in black here, is located in the South Hilo District
of Hawaii Island; more specifically, in the upper Kaumana area. For reference, we've got
Kaumana Drive running generally east -west through the slide. The subject parcel is directly
across Kaumana from Basque Place and makai of Edita Street.
A little bit closer picture of the location, again outlined in black, is the subject parcel. For
reference, again, Kaumana Drive running in this case north -south through the slide with Edita
Street and Basque Place.

The zoning for the subject parcel and much of the surrounding area is Residential –15,000
square feet. There is a small—or areas surrounding that of Agricultural – 1 acre, and an area of
Residential –10,000 square feet to the south of the subject parcel.
The State Land Use Boundary Map designates the subject parcel as State Land Use Urban as
indicated in the pink. In green, surrounding the area, State Land Use Agricultural. And, our
General Plan Land Use Pattern Allocation Guide Map designates the subject parcel as Low
Density Urban as with much of the surrounding area.
Here's an aerial photograph of the subject parcel outlined in yellow. Again, for reference, we've
got Kaumana Drive running north -south, and Edita Street running generally east -west.
The request is for a 2 -bedroom bed and breakfast, and the structure that the bed and breakfast is
going to be located in is in this dwelling that's located most closely to Kaumana Drive. We've
got also on the property two additional single-family dwellings that are being used as long-term
rental properties. Also, on the property we've got two unused structures; one being a shipping
container and the other being an unused greenhouse structure.
Adjacent to the single-family dwelling where the bed and breakfast is being proposed, there is an
open shed which is covered, and that's where additional parking for the bed and breakfast will be
located.
So, the Applicant is requesting a Use Permit to allow the establishment of a 2 -bedroom bed and
breakfast operation within an existing one-story, single-family dwelling on three acres of land
within the Single -Family Residential – 15,000 square foot zoning district. The property manager
will live on-site. There will be a maximum of six guests checking in between 2 p.m. and 5 p.m.
and checking out at 11 a.m. Adequate on-site parking for guests and residents is available. And,
the allowance of a 2 -bedroom bed and breakfast operation will provide accommodations to
visitors to the Island and to provide additional income to the property owner.
Here is the Applicant's submitted site plan. Again, for reference, we've got Kaumana Drive here
on the left of the slide. Again, the dwelling that's going to be for the bed and breakfast is closest
to Kaumana, and the open shed showing here with two additional parking spots. And, again, the
two additional dwellings on the property more toward the back with the unused shipping
container and the unused greenhouse showing as well.
Here's some photographs of the site. Here's a view from Kaumana Drive, and this is the
driveway leading up to the proposed dwelling. As you can see, there is plenty of landscaping,
and you can't even see the dwelling from the road. It was a rainy day such as today that we took
these pictures.
Here, again, is a view of the dwelling to be used as a bed and breakfast. One parking space will
be here under this parking area, and a second parking space will be located here. And, again, this
is that covered or the open shed area adjacent to the dwelling that will be used for two additional
parking spots.

And, here is some views of Kaumana Drive. Here's looking makai with the subject property on
the right-hand side. And, here's looking mauka with the subject property on the left-hand side.
The Director is recommending approval with conditions. That will be the end of my
presentation. I'm happy to answer any questions that the Commission may have.
HENKEL: Thank you, Christian. Commissioners, do you have any questions of staff? If not,
are there, is there anybody signed up to testify? Okay, well, I would like a motion then to close
the period for public testimony, please.
IKEDA: Move to close public testimony.
HENKEL: Is there a second?
DELA CRUZ: Second.

GRODZKA: Hi.
HENKEL: Hi. Please have a seat. Make yourself comfortable.
GRODZKA: Thank you. My name is Olivia. I'm the property manager. The owner is here as
well.
HENKEL: Okay. Yeah, you're both welcome. Can you raise your right hands, please? I'm
going to swear you in. Do you swear or affirm to tell the truth on this matter before the Planning
Commission?
GRODZKA/BOUGHANEM: Yes.
HENKEL: Okay, thank you. Now, you may state your name again, please, for the record, and
proceed. You have three minutes. Or no, I'm sorry, you don't have three minutes. Take as long
as you like.
GRODZKA: My name is Olivia Grodzka.
BOUGHANEM: My name is Jay Boughanem.
HENKEL: You don't have anything to add to the

GRODZKA: No.
HENKEL: Okay, and have you reviewed the conditions that the Director set forth?
GRODZKA: We have.
HENKEL: Do you agree with that?
BOUGHANEM: Yes, we do.
HENKEL: Okay. Is there any questions from the Commissioners? Well, thank you. That was
short and sweet. I guess you may return to your seats if you like.
GRODZKA: Thank you.
BOUGHANEM: Thank you.
HENKEL: And, is there anybody in the audience that would like to testify on this matter?
MOSES: We already closed it.
HENKEL: Okay, sorry. All right. We'll look for a motion for action then.
IKEDA: Mr. Chairman, I move that the application for Use Permit Docket No. USE 16-064 be
approved based on the Planning Director's recommendation, findings, and proposed conditions
which shall be adopted.
HENKEL: Thank you, Mr. Ikeda. Is there a second?
DELA CRUZ: Second.
HENKEL: Second from Commissioner Dela Cruz. Christian, would you do a roll call vote,
please?
