20 The Chairperson and Vice Chairperson were not in attendance. Douglas Payne moved
21 to elect Curtis Tyler III Chairperson pro tem. It was duly seconded by Charles Young.
22 (a two-thirds vote in the affirmative is required for this motion to pass)
23 A voice vote was taken and the motion passed unanimously.

27 ADMINISTRATIVE MATTERS
28 Chairman pro tem Tyler suggested that the presentations be taken before administrative
29 matters and asked if there were any objections. No objections were heard and the
30 presentations will be conducted out of order by means of unanimous consent.

32 PRESENTATION/DISCUSSION
33 1. Update on the status of the revised FEMA FIRM Maps by Kiran Emler, Civil
34 Engineer V with the County of Hawaiʻi – Department of Public Works –
35 Engineering Division.

37 Mr. Emler informed the Committee that the last version of the updated draft
38 DFIRM maps are from August 2015. A handout was provided and is made a part
39 of these minutes. The current stage of the process is the last stage of the
40 handout. Mr. Emler went over the handout and the different steps of the
41 processed. A new FIRM map is scheduled to be mailed out to the County on
42 Friday, September 30, 2016.

44 Committee Member Kimura asked if the updated DFIRM will be available as a
45 GIS layer for the Planning Department and the CDP’s to access and review.

47 Mr. Emler stated that a layer would be generated and be disseminated but
48 doesn’t know how long that would take.

50 Committee Member Ogin asked about Coconut Grove being listed in a floodplain
51 that was never in a floodplain. Is that an area that has been studied or is being
52 modified?

54 Mr. Emler stated that it was a part of the Keopu-Hienaloli study that has not been
55 made a part of the DFIRM maps yet. For now, for regulatory purposes, the new
56 maps are being used. If there are appeals that should be made, it could be made
57 to the mapping contractor to be addressed.

59 Committee Member Ogin stated that his concern is that the DPW-Engineering is
60 taking the stance that this floodplain is correct. By doing this owners are being
61 forced to get flood insurance and there is no proof that there is flooding in the
62 area.

64 Kiran Emler stated that it was an administrative decision that was made. He
65 further stated the flood study is used by DPW-Engineering for regulating permit
66 issuance as to what is allowed in the flood plain.

68 Mr. Ogin asked if the Action Committee wanted to challenge the study who would
69 they speak with.

71 Mr. Emler stated that it may be addressed to the DPW Director.

73 Mr. Ogin stated that a conversation had a conversation with an engineer, the
74 engineer said when FEMA did the maps, they didn’t really take into consideration
75 some of the major improvements that has happened on the side of the mountain
76 that impede the flow of water and you have to wonder where that water is coming
77 down. Having the FEMA maps are important and we have to look into this
78 further.

80 Councilwoman David was acknowledged by the Chair pro tem and asked what
81 the status is on Captain Cook Watercourse No. 1 and the appeal that was file
82 because the people from that area say that the area does not flood the way that
83 the maps show.

85 Mr. Emler stated that the upcoming release of the maps will not include the
86 Captain Cook Watercourse No. 1. The contractor was asked to take another look
87 at the hydrology for that area.

89 Mr. Ogin asked if an owner didn’t attend a seminar, how that owner would know
90 that the floodplain affects their property.

92 Mr. Emler stated that there was a posting in the newspaper and that people
93 newly affected were mailed a notice. He further stated that a final determination
94 letter would be sent out that would start a 6 month adoption compliance period in
95 which the County Council will be asked to revise H.C.C. Chapter 27 –
96 Floodplains. Mr. Emler said that there are some disappointments in the studies

97 that were done because in some areas the study wasn’t continued so the
98 contractor just stopped work so downstream wasn’t completed. If there were
99 more studies done, I would say that Hokukano Road, Horseshoe Bend, and other
100 areas that were not completed.

102 Councilwoman David stated that once the maps are accepted by FEMA, the
103 process to change the maps are expensive and daunting so if there is public
104 participation for remapping prior to the start to ask where flooding does occur,
105 may be more effective.

107 Mr. Emler stated that public meetings are held prior however, because the impact
108 areas aren’t known to notify specific landowners would be challenging because
109 the flood study hasn’t occurred yet. Further discussion about the Hokukano road,
110 and Halekii Street to Honalo area was discussed.

114 2. Update on County Highway Priorities by Ronald Thiel, Civil Engineer VI with the
115 County of Hawaiʻi – Department of Public Works – Traffic Division.

117 Mr. Thiel state that the LED street light conversion is currently underway. There
118 are roughly 12,000 lights that are maintained. About 15% are owned by the
119 States, 75% by the County and 10% by the hotels. The conversion is about 90%
120 complete with final completion expected in December 2016. There will still be low
121 pressure sodium lights visible after the conversion is complete because they are
122 on private roads, private subdivisions, homeowners associations, parks, and
123 several other agencies that have them. The Traffic Division stripes all County
124 roads. If the striping needs to meet Federal striping requirements it should be
125 done every four years. For roads that need to meet presence requirements it
126 should be striped every seven to 10 years. The County has been able to acquire
127 a striping truck. In three years’ time the County should be able to meet these
128 requirements. The CIP for DPW identifies that Lako Street will be completed by
129 the developer. Notice to Proceed is expected in mid-2017. The Nani Kailua
130 extension’s Notice to Proceed is expected at the end of 2017. We are not seeing
131 a lot of action by the State in regards to Highways.

133 Committee member Ogin asked about gaining better pedestrian access on the
134 South side of Kailua Village near Coconut Grove.

136 Mr. Thiel said that removing the utility poles and moving them underground on
137 the mauka side however the cost was extremely high. There is another project
138 planned to widen the shoulder on the mauka side without changing the width of
139 the lanes.

141 Further discussion occurred on various possible future roadway connections.

143 Mr. Thiel spoke about developing an Intelligent Transportation Plan which will
144 connect all 105 traffic signals on island to the traffic management center in Hilo
145 and put cameras so that the signals can be adjusted remotely. He stated that he
146 would need $10 million dollars to develop and implement this plan which is $1
147 million dollars per year for 10 years which is equivalent to the savings from the

148 LED street light conversion.

150 Mr. Thiel stated that Mr. Ed Sniffen with the State of Hawaii – DOT – Highways
151 will be making a presentation in Kona on October 12.

158 Committee member Ogin moved to approve the minutes as submitted. Mr.
159 Nelson seconded the motion. Mr. Young requested to amend the minutes to
160 show that he was not in attendance. The motion was further amended by Mr.
161 Nelson to reflect he was not in attendance. There was no opposition to the
162 amendments.

178 1. Subcommittee report by transportation committee at the March 30, 2016 meeting
179 of the KCDP AC.

184 Chair pro tem Tyler requested Mr. Payne to address the Committee.

186 Mr. Payne stated that Kuakini Highway widening was stated that it would be
187 worked on in 2017. He further stated that Highway 11 was not on the STIP.

197 a. The committee members discussed about the presentation about the
198 FEMA maps and how they would like to gather more information.

200 b. Mr. Ogin moved to make a recommendation to the Planning Director and
201 to cc the Public Works Director and the members of the County Council
202 that the FEMA FIRM maps not be approved until two major concerns are
203 addressed: 1. The new maps seem to be placing floodways where
204 floodways don’t exist; and 2. Areas where floodways are known are not
205 included in the study. The motion also noted that time if of the essence for
206 this recommendation. The motion was seconded by Mr. Nelson. There
207 was no further discussion. A voice vote was conducted and the motion
208 carried unanimously.

210 3. Discussion of how the Action Committee (AC) is to move forward.

212 a. Mr. Nelson moved to have a meeting scheduled for October 26, 2016 at
213 2:00 p.m. The motion was seconded by Mr. Young. No discussion
214 occurred. A voice vote was conducted and the motion passed
215 unanimously.

217 b. Mr. Ogin moved to postpone all agenda items not covered to the next
218 scheduled meeting. The motion was seconded by Mr. Nelson. No
219 discussion occurred. A voice vote was conducted and the motion passed
220 unanimously.
