Facilitate land use entitlements and financing for the development of new
village/town centers by:
1) Creating a regional town center plan for each village/town center.

these standards are being met in Puna, and proposed steps towards
meeting those standards, if they are not being achieved.

Recommend reviewing the Urban Expansion Area designations in the

Develop business incubator districts in Kea'au, Pahoa and Mountain View
• Initial focus should be on HPP/Pahoa area being more centrally located to
the largest concentration of underserved Puna population.
• Complete the Pahoa Regional Town Center Plan and WW Treatment
Study. The creation of the Pahoa Regional Town Center Plan is the first step
in the ongoing work of the AC, creating a template that can be used in
Villages and Communities in establishing their own plans. The de facto
development of Pahoa cannot be ignored, many issues facing the lower
Puna communities would be addressed if there was a Plan in place.
• Follow through on Village Center and Community Center Plans for HPP,
Mountain View, Volcano, etc. Planning for growth is obviously a better
strategy than trying to cope with the consequences. We have a substantial
wish list for Mt. View, but first a Plan.
• We need the WW treatment plant for Pahoa/Master Plan
• Pahoa Regional Town Center Master Plan
• Maku'u Community Village Center, Figure 5-7.

Non -Motorized Travel and Scenic Byways
Waena and Puna Kai. Greater connectivity is essential for public safety,
emergency access, safe routes to schools, social connectivity and
recreational uses.
Although the initials PMAR are to be avoided, it is time to confront the
traffic needs and impacts of HPP drivers as they impact Highway 130 and to
investigate alternatives, greater connectivity and emergency routes.
