HomeMy WebLinkAbout2016-12-08 Police Commission Regular MinutesHAWAII POLICE COMMISSION REGULAR SESSION MINUTES DECEMBER 8, 2016 DEPARTMENT OF LIQUOR CONTROL 101 AUPUNI ST., STE. 230, HILO, HAWAII CALL TO ORDER Chair Schutte called the meeting to order at 9:05 a.m. ROLL CALL Present: Guy Schutte, Chair Keith Morioka, Vice Chair Arthur Buckman, Commissioner Carl Carlson, Commissioner Wayne De Luz, Commissioner Robert Gomes, Sr., Commissioner Peter Hendricks, Commissioner Paul Paiva, Commissioner Absent: Jak Hu, Commissioner A quorum was present. Also Present: Harry Kubojiri, Police Chief Paul Ferreira, Deputy Chief Malia Ho, Deputy Corporation Counsel Josie Pelayo, Secretary APPROVAL OF AGENDA Commissioner Gomes motioned to approve the agenda. Vice Chair Morioka seconded, and it carried unanimously. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS POLICE CHIEF HARRY KUBOJIRI came before the commission and spoke in support of Deputy Chief Paul Ferreira for Police Chief. He stated that he has known Paul Ferreira for many years. He has the leadership qualities required for the position. He is knowledgeable of the budget, hiring, and discharge process. He is the brainchild behind his administration. It will be an easy transition with him. LINCOLN ASHIDA, ATTORNEY, came before the commission and spoke in support of Deputy Chief Paul Ferreira as Police Chief. He stated that Paul Ferreira is both a cop and an administrator. He is such a good administrator, that you forget he's a cop. He worked with Paul Ferreira while he was a prosecuting attorney and then as Corporation Counsel. He humbly encouraged the commission to select Paul Ferreira as Police Chief. Hawaii Police Commission Regular Session Minutes December 8, 2016 Page 2 EXECUTIVE SESSION Commissioner Gomes motioned to meet in executive session to consider the hire of an employee where consideration of matters affecting privacy will be involved and may consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) and the Hawaii County Charter Section 13-20 (b). Commissioner Buckman seconded, and it carried unanimously. Executive Session convened at 9:20 a.m. Regular session reconvened at 10:40 a.m. APPOINTMENT OF CHIEF OF POLICE Commissioner Gomes motioned to appoint Paul Ferreira as Chief of Police. Commissioner Buckman seconded, and it carried unanimously. Paul Ferreira thanked the commission for having faith in him and said he will not let them or the community down. ANNOUNCEMENTS • Chair Schutte announced that the Police Commission's next monthly meeting will be on December 16, 2016, 9:00 a.m., in the Aupuni Center Conference Room, 101 Pauahi St., Hilo, Hawaii. • Chair Schutte announced that Deputy Corporation Counsel Ho will conduct a brief workshop on the Sunshine Law for board members following this meeting. ADJOURNMENT Vice Chair Morioka motioned to adjourn. Commissioner Gomes seconded, and it carried unanimously.
