STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS. 3. APPROVAL OF THE REGULAR SESSION MINUTES OF JANUARY 10, 2017. 4. NEW BUSINESS a. Petition No. 2017-04: Request for an informal advisory opinion from a County officer or employee, to determine compliance with Section 2-83(c)(1) of the Hawai`i County Code because her husband is an independent contractor who would like to submit an invitation for bid for Bid No. 3342, Tree Trimming for the Department of Public Works. b. Petition No. 2017-05: Request for an informal advisory opinion from a County officer or employee, to determine whether a proposed provision by HFFA concerning uniforms and helmets would be in violation of Section 2-83(b) of the Hawai`i County Code. 5. UNFINISHED BUSINESS a. Petition No. 2016-20: Continued review of petition alleging that a County officer or employee is in violation of Sections 2-83 (Fair Treatment) and 2-84 (Conflict of Interest) of the Hawai`i County Code of Ethics because he used his position to influence further private interest regarding a contested case hearing. (Participating by telephone) b. Petition No. 2017-01 & 03: Review draft informal advisory opinion regarding a petition from Naomi O'Dell, to determine compliance with Section 2-83(c)(1) of the Hawai`i County Code because her husband is an independent contractor who would like to submit a Request for Quote(RFQ) for the Office of Housing & Community Development and the Department of Water Supply. c. Petition No. 2017-02: Review draft informal advisory opinion from a County officer or employee, to determine if there would be a conflict of interest with his position in the Finance Department and his retirement stock holdings with the Bank that the County of Hawai`i has accounts with. (Closed hearing requested) 6. EXECUTIVE SESSION With reference to the agenda item listed below, one or more executive meetings are anticipated. In particular, the Board of Ethics anticipates it may consider the evaluation, dismissal, or disciplining of an officer or employee of the County of Hawai`i, where considerations of matters affecting privacy will be involved. The Board may also consult with the Board's attorney on questions and issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities. Therefore, pursuant to Hawaii Revised Statutes ("HRS") Sections 92-5(a)(2), 92-5(a)(4), and 92-6(a)(2), the following items may be considered in Executive Session. a.
