• House Bill 682 and Senate Bill 520: Amends the composition of the county police
commissions.

EXECUTIVE SESSION (Closed to the public.)
The commission will meet in executive session to consider discipline and charges
against officers or employees of the Hawaii Police Department, to consider sensitive
matters relating to public safety, and may consult with Corporation Counsel on
questions and issues pertaining to the commission's powers, duties, privileges,
immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County
Charter Section 13-20 (b).
• Correspondence No. 17-02: Attorney Brian De Lima requests legal counsel for
former Officer Jody Buddemeyer who has been charged with felony offenses as a
result of a traffic accident in Cr. No. 16-1-331 K.
• Consideration and Investigation of Complaints
✓ HPC 16-49: Complainant alleged that an unidentified officer drove in excess of
70 mph. He also complained about how another officer responded to him when
he complained about this.
✓ HPC 16-50: Complainant alleged that there were discrepancies in his police
reports. The complaint was received more than two years from the date of the
incident. The commission will only consider whether to accept or decline
investigation due to the 90 -day filing period.
✓ HPC 16-51: Complainant alleged that two officers drove in excess of 70 mph.
✓ HPC 17-01A & B: Complainant alleged that six unidentified officers used
excessive force during his arrest.
✓ HPC 17-02: Complainant complained that officers called a tow truck to move his
vehicle from blocking the roadway.
✓ HPC 17-03: Complainant complained about the difficulties she has in trying to
give the police information on a house that burned down.
✓ HPC 17-05: Complainant alleged that an officer physically attacked her.
✓ HPC 17-06: Complainant alleged that an officer threatened to arrest her when
she refused to provide information when the officer responded to a call of her
walking eight unleashed dogs.
✓ HPC 17-07: Complainant alleged that an officer's report did not have correct
information.
