NOTICE IS HEREBY GIVEN of the following matters to be considered by the Banyan Drive
Hawai`i Redevelopment Agency in accordance with the provisions of Chapters 91, 92, and 53,
Hawai`i Revised Statutes and Section 2-35-1 of the Hawaii County Code.

Approval of Addendum and/or Supplemental Agenda (requires four (4) votes, and must comply
with HRS § 92-7(d))
STATEMENTS FROM THE PUBLIC — Note that statements from the public regarding
any particular item on this agenda will be taken at the time the particular item is called to
order.
BUSINESS OF AGENCY
1. Review of the BDHRA's conceptual land use master plan adopted at the meeting held on
October 26, 2016.
2. Review, discussion, and action regarding 2017 proposed legislations that involve or
pertain to properties within the Banyan Drive redevelopment area. Review and
discussion to include House Bill (HB) 575, Senate Bill (SB) 274, HB 1310, SB 1184, HB
1469, SB 1185, HB 1479, and SB 1292. The most current versions of the bills may be
found on the Legislature's website at \vvyw.capito1.hawaii,29v.

ADMINISTRATIVE MATTERS
1. Approval of minutes from the October 26, 2016, Banyan Drive Hawai`i Redevelopment
Agency meeting.

The purpose of the public hearings is to afford all interested persons a reasonable opportunity to
be heard on the above matters.

Submitting Written Testimony: Those submitting written testimony at the meeting should bring
fourteen (14) copies for distribution 20 minutes prior to start of meeting. Public testimony may
also be submitted befbre 12:00 noon on the business day prior to the meeting: (1) by mail to the
Planning Department in Hilo at 101 Pauahi Street, Suite 3, Hilo, Hawai`i, 96720 or in Kona at
74-5044 Ane Keohokalole Hwy., Kailua-Kona, Hawaii 96740; (2) by facsimile to (808) 961-
8742; (3) by email to planning@co.hawaii.hi.us. Please submit separate testimony for each item.
If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of
becoming a lobbyist [Article 15, Section 2-91.3 (I)), Hawai`i County Code]. A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."

Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at 961-8288 as soon
as possible, but no later than five (5) working clays prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices
for people with disabilities who are mentally and/or physically challenged.
