Dear Chair Nishimoto and Members:
RE: HB172, HD1
Thank you for this opportunity to testify on HB 172, HD1.
Entering property of another person is always tricky, but albizia trees are a
menace to surrounding areas, and HB 172, HD1 would seem to have achieved an
appropriate balance between competing interests of adjacent landowners.
One amendment that might be considered would be a requirement that the
person eradicating the trees would also be obligated to remove the cut trees. HD1
requires a belief that removal can be done without causing damage, but actual removal
is not mandated.
